It's a project that's generating a lot of discussion: the Carnivor
group, through its subsidiary T'Rhéa, is seeking to establish an
intensive fattening center for over 2,000 cattle in the town of
Peyrilhac, 25 minutes northwest of Limoges. This is a far cry from the
clichéd image of our Limousin cows grazing in lush green meadows. ----
While an initial public inquiry was held in spring 2024 (12,000
contributions, 99.5% against), the investigating commissioner issued an
unfavorable opinion on this proposed XXL factory farm (3,100 animals).
Since then, the company has resubmitted an amended application to the
prefecture, announcing a project for 2,120 animals... but with identical
infrastructure: the same buildings, the same water supply for livestock
watering, and the same storage capacity for animal feed. No one is
fooled: the project is still designed for 3,100 animals!

livestock farming
Despite this revised project, questions and opposition are mounting: on
November 13, seven experts from the MRAE (Regional Mission of the
Environmental Authority) analyzed it and highlighted major weaknesses
regarding the manure spreading plan (10,000 tons per year), the
monitoring of water quality, and the lack of a quantified greenhouse gas
emissions assessment. A follow-up survey was conducted from February 10
to 24, 2025, sparking a new outcry with 4,600 contributions, 99% of
which were against the factory farm. Among the most recurrent arguments
in the contributions, the industrialization of agriculture was clearly
denounced. Many regret the abandonment of extensive Limousin livestock
farming.
The project of the Toulon-based Carnivor group is seen as a form of land
grab, the control of a single company over cattle farming to the
detriment of farm agriculture and future farming facilities, as
highlighted by the Confédération Paysanne 87. Many also denounce the
farming conditions and the concentration of animals on a single site
(health aspects), as well as the impact on water resources and the
effluent management plan. The municipalities concerned (Peyrilhac,
Nieul, Veyrac, and Saint-Gence) had all already issued an unfavorable
opinion on the project through municipal council deliberations, pointing
to a landless agro-industrial model and the associated environmental
impacts, the development of farming without farmers, and a project that
does not meet the population's expectations (production dedicated to
exports and not to the region's food self-sufficiency).

The ball is now in the Prefect's hands.

Despite a series of unfavorable opinions, the new investigating
commissioner issued a favorable opinion on the project following the
supplementary public inquiry. In doing so, he ignored the numerous
negative opinions expressed by local residents, affected landowners,
associations, the Confédération Paysanne, and municipalities.

The Prefect will therefore have to decide by May 25 between the private
interests of the agro-industrial group Carnivor and the public interest.
The Carnivor Group, which seeks to portray itself as a savior of
Limousin agriculture, while selling foreign meat in its stores in the
South of France for over 25 years.
The public interest is the establishment of farmers to feed the
residents of Limoges and Haute-Vienne. It also represents the defense of
the residents' living environment and the preservation of nature.
If the Prefect approves, a group of associations (Terre de Liens
Limousin, Les Amis de la Terre, LPO Limousin, Saint-Junien
Environnement, FNE Limousin) and local residents are considering legal
action before the Limoges Administrative Court.
