Today's SCOOP is brought to you by our members.

Dear New Yorkers,

When then public schools Chancellor David Banks made a stunning, on-camera endorsement of a for-profit firm, it did not come about completely out of the blue. As it happened, 21st Century Education had made a prescient behind-the-scenes investment by hiring a government relations consultant: David's brother, Terence.

The video shines a light on one of the murkiest relationships in Mayor Eric Adams’ scandal-scarred administration, between Terence and his powerful brothers David and Philip, who Adams appointed as deputy commissioner for public safety.

A trove of emails obtained by THE CITY reveal the depth of the influence peddling during the first two years of Adams’ tenure, when Terence was in regular communication with both of his brothers as well as Sheena Wright, David’s wife who was then the first deputy mayor, on behalf of numerous companies seeking business or approvals from city government.

Last fall, FBI and city Department of Investigation agents visited all of their homes and seized their phones, with both Banks brothers and Wright resigning from their administration posts shortly after that.

Philip acknowledged in an interview with THE CITY that he spoke with Terence about one of his clients, then met with an NYPD official who oversaw a pilot program the client was participating in to test out its safety-alert app in the New York City school system.

The question of whether the actions of David and Philip financially benefited Terence — who never registered as a lobbyist — is the focus of what sources familiar with the matter confirm is an ongoing probe into potential influence-peddling that’s continued even after Adams’ corruption indictment was dropped at the behest of the Trump administration. Read more here.
