Today's SCOOP is brought to you by our members.

Dear New Yorkers,

For a brief moment, the most desired card in the city was not a flashy metallic number with limitless credit — but it performed like one.

In early July, street scammers were in hot pursuit of debit cards issued to youth workers in the city’s Summer Youth Employment Program (SYEP).

One worker was offered a new phone, watch and shoes in exchange for the card. Another was offered $2,500, more than what they’d make all summer.

Each debit card had just a few hundred dollars in wage payments on it, and ATMs have low limits on how much can be withdrawn from an account. But scammers who got hold of the cards were nonetheless able to use them to extract tens of thousands of dollars at a time.

Total damage: $17 million.

THE CITY spoke to ATM experts about who’ll foot that bill, and they offered this intriguing theory about how the scammers pulled the heist off.

Our Other Top Stories

  • A freshly formed union at one of the city’s oldest movie theaters is reeling after the firing of four of its members amid contract negotiations. That leaves the Cinema Village Union to just three members working at the historic 62-year-old movie house on East 12th Street in Manhattan. Remaining members call the timing suspicious, but management says the firings were for misconduct and point to economic downtrends that have challenged the business.
  • The Interborough Express, first proposed nearly 30 years ago, took one step closer to becoming reality Friday when Gov. Kathy Hochul pledged $166 million in state money towards the eventual $5.5 billion price tag. If built, the rail line would connect Brooklyn and Queens — without a detour through Manhattan — along with 17 subway lines and the LIRR.
