Winter is a time when city parks go into hibernation, waiting for new life come spring. But at a Staten Island lab, Department of Parks and Recreation employees have no time to wait — they’re cleaning and organizing a vast store of seeds from around the region, readying them to be sown across the five boroughs.

Patrick Over, the department’s sole full-time seed collector, was busy this fall rustling up a harvest, much as squirrels and birds do. 

“From the plant’s perspective, it’s like a season of giving,” says Over, who has gathered some 250 batches in 2025. “There’s an implied exchange there where they’re giving us a gift, and our end of the bargain is to plant them and tend to them and nurture the next generation.”
