WORLD WORLDWIDE EUROPE ITALY - news journal UPDATE - (en) Italy, UCADI, #202 - Regional Elections - A DEMOCRACY WITHOUT THE PEOPLE (ca, de, it, pt, tr)[machine translation]

The counting of the ballots of the voters-an ever-decreasing number-in
the regions of Campania, Puglia, and Veneto on November 23-24 concluded
without any surprises. A percentage of eligible voters equal to 41.83%
in Puglia thus triumphantly elected the regional presidents, while in
Campania 44.06% voted, and in Veneto 44.63% voted, albeit 16 percentage
points less than in the previous elections. This is a minority, which
speaks volumes about the crisis in political participation among
citizens, given that in Veneto 2 million more voters abstained from
voting than in the previous regional elections, while in Puglia 14
percentage points more abstained, and in Campania 11 percentage points
less. An initial analysis of voter turnout clearly shows lower turnout
in large cities, a sign of the decline in clientelism in large urban
areas. Meanwhile, the smaller the population center, the more powerful
the chains of clientelism and vote-channeling prevail. Overall, there
was also a particularly marked decline in turnout among young people
aged 18 to 35.
Regarding voter turnout, the center-left alliance achieved a clear
victory for De Caro in Puglia and Fico in Campania; in Veneto,
right-wing candidate Stefani won, and the (de-Salvinized) League
confirmed its position as the majority party over Brothers of Italy,
thanks to the long-standing momentum of Zaia's inclusive policies. This
result propels the League toward the position of designating the
center-right's future candidate for governor of Lombardy, and presents
Prime Minister Meloni and her party with the urgent need to study
changes to the electoral law to defuse the opposition's ability to
project the effects of these alliances at the national level.
None of the parties is addressing the rising abstention rate or
questioning the causes, limiting themselves to raising laments. Proof of
this is that everyone is calculating how to manage the minority of
voters who still vote. The process of verticalization of the parties and
the various political forces of both sides is growing unstoppable.
The right-wing government urgently calls for electoral law reform,
perhaps by introducing a majority bonus and/or placing the prime
minister's name on the ballot paper and/or redrawing the electoral
districts. Given this situation, it will still be necessary to reckon
with a further unstoppable rise in abstention.
