The governor of the state of São Paulo, Tarcísio de Freitas
(Republicanos), has launched one of the most devastating attacks againstpublic services and the working class. His "performance evaluation,"
established by Resolution 83/2025, is a control instrument designed to
legitimize the breach of contracts and the exclusion of teachers from
the class assignment process.
One of the most critical points of the regulation is the absurd
attendance criterion, in which the "Traffic Light" system (Green,
Yellow, Red) penalizes teachers who have not met attendance targets
throughout the year. In this sense, a professional who has just entered
education and, therefore, took a long time to get an assigned class,
would be penalized for the months they were out of work. Similarly, the
period of absence related to health issues would also be counted,
punishing teachers for getting sick.
The practical application of these evaluations for the 2025 school year
directly impacts contract renewal. The regulations do not specify
objective criteria for the evaluations, but they already establish that
teachers with unsatisfactory performance will be subject to contract
termination or barred from participating in the assignment of classes at
the beginning of the year. This lack of criteria violates the principle
of impartiality and creates a system of mass dismissal without real just
cause, circumventing job security and basic labor rights. Thousands of
teachers, upon being flagged for "red light" without objective reason,
will summarily lose their livelihoods. By linking job security to
unattainable or subjective productivity indices, the government weakens
union mobilization (through fear of dismissal), reduces payroll costs
(due to increased turnover of contracted staff), and diminishes the
quality of education (because the objective of these measures is not
teaching and learning).
This is yet another episode in which public education in the state of
São Paulo is treated as a profitable business, to the detriment of the
real quality of learning, the professional development of educators, and
the human formation of the working class. Conversely, no one and no
index indicates that measures like these improve education. The opposite
is happening: parents, teachers, and students perceive a worsening of
the educational system. School is not a business!
Resistance must be political and massive. We join the demonstration
called by the teachers' union, Apeoesp, for this Wednesday, the 17th, in
Praça da República, São Paulo. It is urgent that we occupy the square to
demand the immediate repeal of this punitive evaluation system! We will
not accept that Tarcísio's "modernization" be the pretext for the hunger
of thousands of educators' families!
For the end of punitive evaluation! Against the mass dismissal of
Category O teachers!
