Michael Garner is Mayor Zohran Mamdani’s choice to be the city’s chief diversity officer — a rare holdover from former Mayor Eric Adams’ administration. In naming him, Mamdani touted Garner’s record of success. But a report from the official watchdog of his former employer concluded that record was inflated.
The MTA inspector general found that a unit that reports to Garner had cherry-picked data relating to a minority-business incubator program, by only presenting results for those firms that went on to receive sizeable MTA contracts — excluding the more than 80% that did not. What’s more, the IG found, the unit obtained the information as reported by the businesses themselves and made no attempt to verify it. The MTA agreed with the IG’s findings.
By then Garner was already working at City Hall — where he has faced allegations that he has endorsed altering diversity targets in ways that helped Adams insiders.
