How strong is the temptation to return to brandishing sticks and carrots in this country!
Many efforts are being made to reduce a submissive silence millions of public employees
and private, tearing decades of law work, trade union rights, contracts national and 
issuing regulations have the only purpose to inhibit any form of response organized in 
trade unions, in stifle any claim rooted in categories and in the workplace. Steps in this 
direction that concern the school, contained in the stability law that the government in 
power intends to approve by the end of the solar year. ---- In line with the regulations 
issued by the previous government, is involved alongside wages and economic progression. 
---- The block of contract renewals until 2014 extends the block already decided by the 
Decree Law 78/2010 by the Berlusconi government until 2012. But also locks up 2013 the 
progression steps planned by the national associations.

So, stop with the contract to 2007, salaries of the school were apparently property, but 
in reality they have lost more than 20% of their purchasing power. In the law of stability
disappears compensation contractual holiday (whose litigation union based on its 
non-delivery in the past had been numerous favorable verdicts) until 2015, when he returns
to be paid by coupling programmed inflation and not more HICP (the European rate, heavier 
half a percentage point old calculation of inflation).

But the law of stability lies also in continuity with the infamous Decree Law 150/2009, 
better known as Decree Brunette, where you want to lose effectiveness of collective 
bargaining, while not being able to deny the primacy in adjustment of rights and duties in 
the public use both on the part of workers as by the administration in as an employer.

If the expected wage sufficient Article .36 of the Constitution is to be found in the 
amounts determined by the bargaining collective, with the contract the primary source of 
collective relationship work (judgment of the Court of Cassation of 14/10/2009), then the 
operation of the Monti government in the bill stability appears to be entirely one-sided 
and detrimental to the constitutional rights of workers.

Similarly, the operation extra-contractual on the increase of 6 hours to the time teaching 
in secondary schools to pay the same, the result is as a clear violation of the primacy 
the collective agreement. 723 would be the million euro that the government would save 
with the operation 24 hours: 22 thousand jobs to be cut. The shadow of Gelmini is 
projected still in its destruction of labor rights and culture.

Good game the government through the media which I gladly "forget" that in Italy teachers 
pay more lowest in Europe against longer hours (22 hours for teachers against average of 
19.6 EU, 18 hours for teachers against an average of 16.3 of the EU). Meanwhile, others 
provide 223 million euro for private schools ...

But in addition to the legislative decree on stability, looming on the horizon is the 
transformation into law the bill Aprea (PDL) on "Autonomy Statutory Institutions School ", 
which in April had a Think with unified text in the legislative VII to Commission Culture 
of the House.

It is a flurry of articles that lead the Italian school at the mercy of individuals 
entering the Collegiate Bodies and in the definition of the autonomous status of each 
school that actually removes the teachers the freedom to teach.

In the face of so much stick and carrot dried up, the response of school workers is now 
strongly influenced by the division in the trade union, choices of suborinazione made in 
the past by CISL-UILSNALS-GILDA, by the late and lonely radicalization of the CGIL, the 
chronic inability to unite the various unions present in the base class.

It should be a response from below, it should be a mobilization base that follows roads 
already victorious in the past, and against in spite of the government in power, and 
against despite certain lines totally union subject. The school has already been able to 
demonstrate that they know how to organize from the bottom and in a unified way: teachers, 
students, parents, united in defending and save public schools from miseries of 
privatization, united in defend the public school as garrison territories of culture in 
increasingly impoverished and commodified.
