The Proposed Constitutional Amendment number 215 (PEC 215) application filed from the year 
2000, is a frank and direct advancement of conservative forces against the rights of 
indigenous peoples (indigenous). The basis of its operation, should it be approved, rests

competence of the demarcation of land recognized by the Constitution of 1988 as part of
