Bruce Morgan and Brian Merucci were recently turned down by the Kent County clerk's office when they presented their New York certificate and applied to change the deed on their home.

Wisconsin-signMADISON, Wis. -- Sixty-three of Wisconsin's 72 counties are now issuing marriage licenses to same-sex couples. An Associated Press survey of the counties Thursday found that all but nine were issuing the licenses after a federal judge last week struck down the state's ban as unconstitutional.
