The PL 4330 is a bill recently passed in the House of Representatives, which allows 
outsourcing occurs without restriction, meaning that all services can be outsourced by 
companies. This includes the "outsourcing of core business", the main activity of a 
business (before the PL was only allowed to activity-half). ---- How occur subcontracts ?: 
Outsourcing already a reality in many of the service sectors, imposing a regime of extreme 
exploitation of workers. This type of contract is performed by a third company that makes 
the relationship between the worker and the company which performs its function. ---- Some 
consequences and working conditions: ---- 1) The outsourcing companies usually do not pay 
numerous rights and the case of "pejotização" (creation of legal entities), the LABOR 
RIGHTS, such as vacation and 13th salary, will not be respected. As the company that 
employs is not receiving the services (at least formally, because there is no shortage of 
cases "oranges") is the rule rather than the exception that make a blind eye to abuses 
against delays and outsourced workers.

2) salary reduction: according to Dieese, the wages of contract workers is 24% lower than 
that of formal employees. In some cases, such as banks, comes to be 70% lower.

3) Division of workers in different unions, causing loss of power to mobilize and fight. 
Moreover the vast majority of unions representing outsourced are "company unions", formed 
and controlled by service provider companies. So not only hinder the struggle of 
outsourced as sign agreements that further undermine these workers to benefit businesses.

4) Loss of stability: The PL 4330 encourages worker turnover. Dismissing not accumulate 
labor rights and rehire with worse wages is one of the rules of subcontractors. Opens the 
gap even more so that the procurement is replaced by hiring workers with outsourced 
companies, which already happens in several areas, such as cleaning and feeding in schools 
and universities for example.

5) Occupational health: the outsourced worker is subject to more precarious working 
conditions. Today, every 5 deaths by accident at work, 4 are outsourced workers. Bullying 
is also much higher when it comes to outsourced workers and working hours sometimes as 12, 
14 hours a day causing several health problems such as stress, anxiety and depression. 
Workers are no longer seen as such, but rather as "collaborators".

Fight from below against outsourcing

The approval of PL 4330 means the precarious working conditions and the easing of rights. 
Outsourcing should be fought in favor of stable jobs with rights and unregulated as they 
want the bosses.

At this point, it is very important the organization and mobilization of the entire 
working class: effective and contractors. Search build forms of paralysis, organizing 
debates, concentration in public spaces, leafleting, participation of scheduled actions. 
In your workplace, discuss the effects of outsourcing, mobilize their peers and express 
their rebellion!

Most unions convene for the day 15/4 demonstrations across the country against the PL 
4330. It is important that we take part in these demonstrations from every workplace. But 
we must not be content with that! It is up to us to follow the fight beyond the day 15/04, 
without relying on the central government supporters also summon the association (if the 
CUT and CTB for example). Unfortunately, these plants are more concerned with negotiating 
the bill, seeking to "raise awareness" parliamentarians, ministers TST, STF and President 
Dilma / PT to veto the bill.

We know that all this is just bullshit! It is urgent to strengthen the struggle of the 
various categories that begin to rise, including outsourced workers to clean the UFRGS and 
the municipality of POA. Strengthen since every workplace organization and our struggle 
against the bosses and government attacks, seeking to unify the struggles is the only 
possibility of a large wave of struggles against outsourcing that can culminate in a 
general strike.

It is since every workplace, debating and patiently involving fellow colleague for this 
necessary and urgent fight that we can stop this brutal attack of the bosses against us 
workers.

We do not accept any rights less!
Just outsourcing and precarious jobs!
