New pension reform, job cuts and massive job insecurity in the public service, attack on 
the rights of the unemployed, pensioners' pensions blocked ... the grinding machine must 
be stopped ! ---- In the companies, at least those where there is still talk of union 
tactics, many colleagues are already saying that this day will be useless. The defeats 
accumulated in recent years are increasing deadly defeatism. Some believe that the one-day 
events are no longer pushing the government back. Others add that it takes a general 
strike but they do not want to lose a day's pay for a demo without tomorrow. None of this 
is wrong. But then how ? ---- The call is launched nationally by CGT, Solidaires, FSU and 
FO (with UNEF, FIDL and UNL). Will this now traditional trade union front suffice to 
override the defeatism of the employees ? How to explain the electoral progress of the 
CFDT if not by the feeling of helplessness of the workers who rank behind the speech of 
the least evil ? And how can you imagine that a general strike is at hand when so few 
strikes accompany the annual wage negotiations in the private sector, and when the civil 
servants mobilize so weakly against the blocking of their salaries renewed for several years ?

It's upstream work that counts
October 9th will probably not be a tidal wave. But this day of action can nevertheless be 
useful.

It can be used to remobilize the union teams: to massively return the staff delegates in 
the demonstrations, including their hours of delegation, would already be a good deal, and 
suddenly inflate the number of demonstrators.

Above all, October 9 can also be used to decipher the lies of the government by widely 
deploying the union presence at the doors of businesses, in front of railway stations, 
subways, markets. This is an opportunity for serious work plans to go to companies without 
unions. Make memberships, build lists to go to professional elections. All that should be 
the normal activity of the unions but which has unfortunately dropped a lot in recent years.

The convergence of struggles first supposes that sectoral struggles multiply and win. To 
restore the confidence of employees in their ability to roll back the government and the 
Medef, we urgently need sectoral victories. The motives here are not lacking either: the 
breakdown of the distribution of the press, the negotiation of the collective agreement of 
the rail, Sunday work, salaries like at Air France (read AL of May and June 2018), 
closures of important industrial sites like Ford at Blanquefort. October 9, we will not 
make the revolution, but we must restart the machine to win !

The CGT of Catalonia celebrated its 11th Congress in Igualada-Òdena between October 19 and 
20, 2018. This congress will mark the line of the union for the next 4 years, currently 
the third in volume of affiliation to Catalonia and in important sustained growth. ---- 
Several papers have been discussed, from which the following agreements have been reached: 
---- It has been agreed to support various measures to promote feminism, both within and 
outside the organization. In this sense, there has been an intervention of women of the 
CGT requesting maximum participation in the assemblies that will be decided soon if a call 
for general strike is made for March 8, day of the working women. ---- It has been agreed 
to strengthen the union and social struggles, maintaining the centrality of the CGT's 
activity in the use of conflict as a key in the defense of the rights of workers. A 
special mention has been made to colleagues and colleagues in the struggle of Little Buddha.

The new Permanent Secretariat of the CGT of Catalonia has also been chosen, which is

The case of being beaten at the police station: intervention of the Commissioner for 
Citizens' Rights, notification to the prosecutor's office, 14 complaints against the 
police ---- On the night of September 20-21, one of the activists associated with the 
Poznan Anarchist Federation was arrested and beaten by the police. The reason for the 
intervention was the hostile attitude of the officers to the views and political 
activities of the detainee. The Ombudsman became interested in the case, and we filed 
notice to the prosecutor's office and 14 complaints about police activities. ---- We 
described the matter accurately shortly after the incident . We drew attention to the fact 
that this incident is another example of the abuse of powers and escalation of police 
violence, in addition to the political background. Therefore, we can not remain 
indifferent and we have already taken action against the officers involved in the 
intervention. We will not let them remain unpunished.

Intervention of the Ombudsman

A few days after being beaten at the police station, we met with Andrzej Stefanski from 
the Office of the Ombudsman. After familiarizing with the case and medical documentation 
of the victim (forensic medical examination from the Department of Forensic Medicine, an 
extract from the hospital Admissions Room), Stefanski decided to intervene with the RPO 
from the office. We have established that it is necessary to secure the existing 
statements of officers and recordings from city monitoring as soon as possible in order to 
prevent the maturation of the case.
At the meeting, we also raised the issue of glaring ambiguities in the statement issued by 
the police in Wielkopolska. She referred, inter alia, to the alleged application "about 
men who can steal bicycles," on the basis of which the police officers were to intervene 
against activists, which seems to be at least strained. It is also unclear about the 
detention in the handcuffs and the protector on the head that the detainee exhibited 
auto-aggressive behaviors. The officers were silent about the fact that they tried to 
deport the detainee to Sroda Wielkopolska.
As of today, the Office of the Commissioner for Citizens' Rights received an answer only 
from the Provincial Police Headquarters in Poznan. The prosecutor's office is silent.

Report to the prosecutor's office and complaints about the activities of officers

Within 7 days from the date of detention, according to the official date, we have filed a 
notice to the prosecutor's office about the possibility of committing a crime by police 
officers.
We accuse the police of:
* battery - Bartek (stopped) was first struck in the police car for the previous post. 
Dawid Gaffek, later he was beaten and pulled at the police station, his knee was pressed 
to the floor,
* violation - police officers failed to identify, did not give the reason for detention, 
were detained without reason in handcuffs and protector on their heads, tried to take him 
out of the city,
* insults,
* untruth testimony,
* extortion of untruth credentials - officers threatened Bartek that if he did not sign 
false testimonies and talk about what really happened at the police station, they would 
not let him go and accuse him of libel.
We have attached to the notification the request to transfer the conduct of the pre-trial 
investigation to another prosecutor's office than to the Poznan one. In this way, we want 
to avoid a situation in which colleagues will protect their colleagues (if such treatment 
has any meaning at all).
At the same time, we filed complaints about the activities of officers in the Provincial 
Headquarters and the Municipal Police Headquarters - a total of 14 complaints, as well as 
a complaint against unjustified detention to the District Court Poznan - Stare Miasto. We 
are waiting for answers.

Repression continued: a year of imprisonment, police surveillance

Nearly 9 hours after the arrest, Bartek was released. The policemen finally pulled off his 
handcuffs just after the prosecutor had presented him with allegations of allegedly 
recruiting police officers, or an offense under the penal code for which he was facing a 
year in prison. The case has already started, this week the hearing of the first witness 
took place. This is an express mode. For comparison, let us remind you that the case of 
people repressed for participating in the Black Protest in Poznan (which we report on a 
regular basis) has been going on for more than two years, and the end can not be seen!
The accused also received a decision on police supervision: he must appear at the police 
station three times a week. It is quite an odd decision, because it is only charged by the 
testimonies of the police officers who themselves committed a crime to his detriment. In 
addition, it has a valid document confirming the place of residence, and therefore we 
treat this decision only as a continuation of repression against the activist.

In this way, the violence of the justice system was directed against Bartek. Being poured 
out and beaten at the police station by police officers who wanted to prove to him that he 
was "upbringing", he is now accused and will have to prove his innocence before a court. 
Of course, he is in a losing position. For many times the "justice system" proved that for 
unknown reasons police officers' testimonies are treated as more credible. It is a system 
in which the prosecutor routinely and without trial discontinues cases against the police, 
and the courts give faith even to the most inconsistent explanations of officers. The 
police will go unpunished for so long until we start publicizing this impunity and 
resisting it. The case of the murder of Igor Stachowiak at the Wroclaw headquarters is 
clear evidence of this.

Three days after the detention, a picket was held under the building of the prosecutor's 
office on ul. Solna in Poznan. Despite the unfavorable weather, she gathered several dozen 
people who protested against police brutality. This spontaneous action is not just a 
gesture of solidarity with Bartek. It is also a symbolic show of resistance to the 
practices of degenerates hiding in uniforms. This is a hard voice of discord on police 
beatings and "round-ups" on the streets. It is social indignation at a situation where 
political leaders are repressed in a state that is considered democratic.

The bourgeois-democratic republic, with its formal equality for all people and its formal 
liberties, in actual fact protects private property and thus inevitably becomes a 
dictatorship of the bourgeoisie and an organization for the pitiless exploitation of the 
working masses. The same is true of the new Statism in the form of the Soviet republic, 
even if it is sanctified by the idea of the dictatorship of the proletariat. The fact that 
the State is owner not only of all means of production but also of the life of each 
individual, places everybody in the position of slaves, of talking robots and, with 
implacable logic, results in the creation of a new ruling class exploiting the working 
classes -- the dictatorship of the bureaucracy; the State becomes a monstrous machine for 
the exploitation and total enslavement of the great mass of the people by a small clique.

In contrast, the communal confederation will transform the mass organizations of the 
working people into the only foundation for the construction of a new, Anarchist society, 
thus achieving full freedom of movement and full liberty for the individual.

Bourgeois democracy hides its class character under the masquerade of national equality 
symbolized by universal suffrage. Soviet democracy, on the other hand, sharply accentuates 
its class character by maintaining that the dictatorship of the proletariat is supposedly 
essential to the destruction of classes and the State. However, the experience of the 
Russian revolution has shown that the dictatorship of the proletariat is a fiction, a 
non-realizable utopia, since, logically and unavoidably, it results in a form of Party 
dictatorship and, next, a rule of the bureaucracy, i.e. simple absolutism. The Soviet 
state is forced to pretend that the dictatorship of the bureaucracy is the dictatorship of 
the proletariat, just as the bourgeoisie pretends that its dictatorship is the "people's 
will".

In contrast, the communal confederation, constituted by thousands of freely acting labor 
organizations, removes all opportunities for the limitation of liberty and free activity. 
It definitely prevents the possibility of dictatorship by any class, and, consequently, 
the possibility of establishing a regime of terror. The basic character of the communal 
confederation is such that it need have no fear of the widest freedom of rights for all 
men, independent of their social origin, so long as they work. As a result, true 
democracy, developed to its logical extreme, can become a reality only under the 
conditions of a communal confederation. This democracy is Anarchy.

Both bourgeois and soviet democracies limit themselves to formal declarations of political 
freedom and rights: the freedom of speech, assembly, association, press, strikes, 
inviolability of the individual, housing, etc. The former establishes these freedoms 
formally for all, the latter only for the working people. But the administrative practice 
of these democracies and, more important, the utter economic dependency of the working 
people, make it completely impossible for them -- both in the bourgeois and the 
proletarian states -- to make use of these rights and freedoms.

The full, unlimited rights of man and citizen are possible, in real life rather than in 
proclamations, in actuality rather than in form, only in conditions of full 
self-government in the shape of a communal confederation where capitalism and the state do 
not exist and where printing, paper, etc. will be generally available under the management 
of the productive federation concerned.

Bourgeois democracy proclaims the rights of men and citizens, but, owing to its 
governmental and capitalist foundations, it cannot transmute these rights into actual 
fact. Furthermore, inequality and oppression gradually increase and at the present time, 
in the epoch of Imperialism, bourgeois democracy has reached the highest degree of 
intensified racial and national oppression.

Soviet democracy has in this respect made the pretence of a step forward, but the official 
declaration of the principle of national self-determination has not led, and cannot lead, 
to the actual self-determination of peoples within the Soviet Union. In addition, even in 
liberating one nation from the domination of another, the Soviet State does not liberate 
the people of that nation from internal domination. National freedom does not consist, in 
separation, or in administrative self-rule, but in the freedom of the individuals 
composing the nation.

The freedom of a nation can have full expression only in a communal confederation in which 
freedom will become a reality through the liberty of individuals uniting at will in all 
manner of free associations, including national ones.

Not content with a formal declaration of the equality of the sexes, the Soviet State 
attempts to achieve it in reality by making very weak and diffident efforts in the 
direction of the liberation of women from the burdens of housekeeping, from the kitchen 
and child rearing. But since the State is by nature an enemy of full liberty, so in this 
issue too it has come up against insurmountable obstacles -- obstacles inherent in its own 
nature -- through appropriating to itself those functions of the church and the bourgeois 
state, the sanctioning and regulation of marriage. The full equality of the sexes and 
freedom for women are possible only in conditions of liberty for all, and such conditions 
will come into existence only in the communal confederation.

The experience of a political structure based on a system of free Soviets, which made its 
appearance at the beginning of the Russian October Revolution, demonstrates that the true 
organization of society on the basis of a federation of Soviets would not only remove all 
the negative aspects of bourgeois democracy and parliamentarism, would not only assure to 
the working masses simplicity in the election and recall of delegates, would not only 
bring the people closer to their social institutions, but would also destroy the State in 
all its forms, including dictatorship of the proletariat. Communalism, i.e. the federation 
of free communes with the Soviets in the field of the political organization of the 
country, would take the place of the State.

The bourgeois State has transformed the army into a weapon for the suppression of the 
working masses, and the protection of the State, i.e. the ruling class. In the Soviet 
State too the army fulfils the same functions. Only the workingmen's militia, arming all 
the people, and organized by the Trade Unions and the village communes, can be a true 
weapon for the protection of general liberty and well-being. A workingmen's militia will 
be tantamount to the removal of the State and the class system.

Admitting for the proletariat the guiding role in the Revolution, the Anarchists believe 
it would endanger the cause of liberation if any kind of privileges were instituted for 
them in relation to other categories of the working people. Equality of rights and 
obligations for all from the first days of the Revolution -- that is the fundamental 
demand of social justice.
