Protesters clashed with police in Exarchia late Wednesday during a protest against the

We reject the myth of the republican state, neutral, democratic, overlooking particular 
interests. The state, on the contrary, is the organization of the political violence of 
the ruling classes which imposes itself at the base of society. ---- The state is a weapon

---- If the state principle emerged several thousand years ago, the modern state is a 
recent institution, concentrating in its hands the military, police, judicial and fiscal 
resources. Based on the myth of national unity beyond social classes, the state is a 
fundamental tool for population control and cultural standardization. It is the main 
weapon available to the ruling classes to establish their power, both by force and 
ideology. It is the essential instrument of modern colonialism and imperialism.

Mutation of the modern state
Under the capitalist mode of production, government is largely the instrument of the 
interests of capital. He participates in the constitution and defense of large private and 
public monopolies. The neoliberal wave of privatization and opening up to competition 
perpetuates the growing hybridization of the high functionaries and the capitalist class, 
whose representatives circulate, over their career, between finance, industry and 
administration, weaving closer links between the state sphere and the market sphere.

If the neoliberal state claims less direct intervention in the economy, it continues to 
subsidize the private sector, including strategic sectors (arms, energy, transport, etc.).

The decentralization of state power initiated in France in the 1980s did not encourage 
popular power ; it simply redistributed the prerogatives of the central state to local 
factions of the political elite.

Neoliberal globalization has not called into question the state principle ; it has only 
transformed its methods of action. The construction of the European Union has accompanied 
a change in the powers of the state by accentuating the democratic dispossession and 
accelerating the destruction of public services.

Neither supranationalism nor regionalism are ways of escaping state oppression.

At a time when neoliberal capitalism has experienced successive crises since the 1980s, 
the state is still more the last bulwark in the service of the bourgeoisie to impose its 
reforms, suppress social protest and defend the inegalitarian social order. A growing 
section of the bourgeoisie is calling for the authoritarian, racist and sexist 
reinforcement of the state, as evidenced by the rise of conservative and extreme 
right-wing political forces that are increasingly finding their way into the dominant 
classes. . Our generation is changing into a new era marked on the right ; more than ever 
we must build counter-powers that mark the break with the state.

The meaning of our anti-statism
Libertarian anti-statism is radically different from liberal anti-statism. The first wants 
to emancipate society from the state and from capitalism ; it defends the collective 
management of public goods and services. The second wants both "less state" to free the 
markets, and "more state" police and military to control the population and defend 
capitalist interests abroad.

Libertarian anti-statism is also clearly distinguished from the theoretical anti-statism 
of Marxism-Leninism. Contrary to the assertion of the latter, the state is not only a 
"product of class contradictions" doomed to "extinguish" itself with the disappearance of 
the capitalist class. The Soviet experience has shown that it is an apparatus of 
domination in itself, whose internal logic is to reproduce itself by engendering a 
technocracy which will constitute the new exploiting class.

We also fight against the repressive institutions used by the state to maintain the social 
order: police, justice, prisons, registration, administrative control ...

The illusion of change through the ballot box
There can be no real democracy in the context of capitalism. That is why, without making 
abstentionism an intangible dogma, we are boycotting the institutions of the state and the 
representative elections.

Participation in representative elections constitutes, for the social and revolutionary 
movement, an impasse that can only engender division, compromise, renunciation, 
institutionalization and instrumentalisation, displacing the exploited from direct action. 
Social conquests have not been obtained through elections, alliances or electoral 
allegiances, but through collective struggles.

Far from being a contempt for the people who vote, the anti-electoralism we profess is 
political and not limited to the electoral deadlines: it revives the spirit of the First 
International which affirmed that "the emancipation of the workers must be the work of the 
workers themselves".

We work to preserve the unity of the social movement in the face of divisions that may 
appear during elections.

However, we do not refer back to back representative regimes and authoritarian and 
dictatorial regimes. Both do not lead to the same degree of oppression of the people. 
Public freedoms - expression, press, association, demonstration - as well as public 
services are conquests of the workers' movement, which the state has conceded only to 
preserve the social order. Faced with the security offensive aimed at accentuating the 
social control of the population, it is necessary to defend, step by step, and to extend 
each conquest obtained by the struggle. Whatever the political regime, our goal remains 
the same: the emancipation of all and social justice.

A federalist alternative
Our political project proposes to substitute self-managing federalism for state and 
capitalist organization. In such a society, the population will determine the main 
economic and political orientations.

Revolution, as we conceive it, will have to replace indirect democracy with direct 
democracy. Broad federal decentralization will have to avoid the dispossession of popular 
power in favor of a new state power, centralized and cut off from society.

A genuine and truly emancipating democracy can only be realized outside the capitalist and 
state straitjacket, within a classless society.

It is an attempt to present the multi-layered, socially, ecologically, and culturally 
engaged activity of the Rozbrat collective. In order to bring visitors closer to the most 
relevant local issues, we have divided the exhibition into eight thematic sections: 
tenants' movement, workers' movement, culture without censorship, printing matter, social 
feminism, environmental issues, anti-war activities, social campaigns and initiatives. 
Each issue is presented on a separate infographic. Additionally, zines, newspapers and 
brochures published by the Rozbrat collective are available on spot. The subject of the 
tenants' movement is supplemented by the documentary film made during the protests against 
the displacement of the residents of the house at Stolarska Street and for the liquidation 
of a container housing estate in Poznan. In turn, workers' matters are taken up by a film 
titled "Plyta/Plate", documenting protests of Cegielski's employees and a video referring 
to the collective labor dispute at Amazon.

The exhibition aims to draw attention to the issues of privatizing public space, 
appropriating green areas by developers, and limiting access to common areas. Rozbrat, as 
an important culture-creating place existing on the map of Poznan for a quarter of a 
century, should not disappear from it due to economic pressure and private interests.

Rozbrat is a place where one can organize differently - without subsidies and sponsors, on 
non-commercial terms while building a common, socio-political center accessible to 
everyone, regardless of wealth and origin. But it is primarily a place where various 
social activities take place, which reach further into the city space.

In other words, there is no Poznan without Rozbrat!

Poznan committees from institutions financed from the city budget adopted a common 
position on wage increases for 2020. In June, negotiations with local authorities began in 
this matter. A second round of talks is scheduled for September. ---- In the position, we 
read that wages in companies financed from the city budget of Poznan have been at a low 
level for years. The nominal upward movement of wages recorded in the recent period has 
not been able to sufficiently improve the employment situation in this respect. Their 
salaries are far behind the national average, especially for the average in Poznan. ---- 
 From the list of wages in institutions financed from the city budget presented to trade 
unions by the city last year, it appears that the average salary for the first half of 
2018 was PLN 3517.84 gross monthly for budgetary units, including for educational units, 
or nearly 13,000 . employees (74% of the total) - 3334.10 PLN gross monthly; for cultural 
institutions, PLN 3924.82 gross monthly. (In all cases without prizes and briefings). In 
turn, at the end of 2018, the average salary (excluding awards and severances) in the 
national economy amounted to PLN 4585,03 gross monthly for Poland. For Poznan, the average 
was definitely higher and exceeded PLN 5,900. In the enterprise sector, average salary in 
Poznan in May 2019 according to the Central Statistical Office amounted to PLN 6054.44 a 
month gross.

Considering even pay rises planned for 2019, wage disparity between wages in institutions 
financed from the budget of Poznan and the national average, or especially the average in 
Poznan, is enormous. In order to compensate them, it would be necessary to grant increases 
of not less than 1000 PLN gross (on average monthly per job).

"Being aware - IP committees say - from budgetary constraints, as well as from the fact 
that the level of remuneration of the budget sphere also depends on central government 
decisions, in our opinion the city of Poznan authorities should present a prospective plan 
to offset the above-mentioned wage differences. The current way of working on low wages, 
i.e. making negotiations 'every year' with trade unions and determining the possible 
increase in wages and the rules for the division into the next budget year, is not - in 
our opinion - the best way to solve this problem. In such a system, there is nothing else 
but to demand for the year 2020 an increase in the remuneration fund of monthly average 
PLN 1000 gross for each employee employed in plants financed from the city budget,
