After more than a year and a half of pandemic and its share of virtual meetings,
a hundred delegates were able to elbow each other during the 1st UCL Congress. Amilitant time that wanted to be constructive, to make the federation a tool atthe service of the social revolution. ---- Two years after its foundation, theUnion Communiste Libertaire held its I st Congress in Fougeres (Ille-et-Vilaine),from 28 to 30 August at self Fougerais Social Center (see page 20). A lot hashappened in two years. The organization experienced its baptism of fire with thegreat strike movement of winter 2019-2020 in defense of pensions, then wentthrough the Covid pandemic, which has impacted all economic, social and politicallife. It has acquired its own identity, culture and visibility. It broughttogether a number of members far greater than the simple addition of the previousstrengths of AL and CGA.It is an undeniable success, but which does not dispense with modesty, in acontext of global weakening of the organizations of struggle and of economic andpolitical crisis, opening a possible path towards fascism. Libertarian Communistscannot be satisfied with building a libertarian "island" in a vast ocean ofcapitalist and authoritarianism.Thinking about intervention in the social movementThe strategic debates therefore punctuated the exchanges around the generalorientation motion: "Our first militant investment goes in the development ofcounter-powers, that is to say of organizations not specifically libertarian, ofclass, of mass. and democratic. We intervene there both to stimulate combativepractices, on the ground, and to promote the convergence and construction of alltogether."Far from being out of date, the revolutionary unionist strategy retains a drivingrole in this perspective, to be combined with the other fronts of struggle(environmentalists, anti-racists, feminists, LGBTI, etc.).Our strategy against racism (s) in France has also been refined. Neither "moral"nor "liberal", libertarian anti-racism is indeed "materialist and political". Itis deployed on three fronts: through specific anti-racist action ; through thesocial and trade union movement ; within the libertarian organization itself:"The system of racist domination is historically and socially constructed. It cantherefore disappear. The final aim of the libertarian communist struggle in thisarea is a society free from all processes of domination and racialhierarchy[...]at all levels of social organization."On the anti-patriarchal front, the UCL notes that the growing number of women inthe street in recent years to defend their rights does not generate lastingmilitant structuring. There is therefore a strong stake in "female unionization"which should allow women to "create their own demands. Attention can be paid tothe link made between demands specific to work, and demands related to the restof a woman's life, in order to demonstrate the continuum of patriarchy in allaspects of life".Demonstration on October 17, 2020 in Paris, for the arrival of the march ofundocumented migrants.cc Mohamed / UCL Paris north-eastDigital, imperialisms, relocations ...The UCL is not immune to the debates which animate the emancipation movements.The interest of the intersectional approach was confirmed, stressing that evenbefore the word existed, this logic irrigated the practice of struggle unions,feminist or anti-racist collectives, by articulating specific demands (ondisability, women, migrants ...) and general demands concerning the proletariatin all its diversity (work, income, social protection ...). The congressrecalled, on this occasion, that the battles of vocabulary - which also impactthe UCL ! - will never replace concrete militant work: if rhetoric divides,struggle unites !UCL needed a common analysis on the increasing digitization of capitalistsociety, which few revolutionary organizations have done so far. Faced with "surveillance capitalism" -"aform of capitalism, which appeared in the 2000s atGoogle, specializing in the extraction of personal data, their refining and thetrade in the products obtained"- and the "technopolice" -"put under totalsurveillance of urban space for police purposes"-, UCL has adopted a politicalline in line with freelance associations and in support of the unionization ofdigital employees.Internationally, rejecting the false opposition "protectionism vs free trade ",the UCL will fight for the "productive autonomy" of each region of the world."The relocation of productions is a necessity. This does not mean aphantasmagoric "autarky", but short circuits of exchange, and the limitation oflong exchanges to what cannot be produced locally. Finally, this notion ofproductive autonomy echoes the notion of self-management by workers, and that ofdemocratic planning."This congress was also an opportunity to deepen UCL's analysis of the "newgeopolitical chessboard", the United States, China, Russia, the European Union...What guides their policy ? What are the risks and consequences for the people ?How does French imperialism fit into this ensemble ? While reaffirming itsopposition to all imperialisms (against the selective anti-imperialism of the"campists"), the UCL underlines that French military interventionism is "in themedium and long term,[...]globally counterproductive . Sometimes because itprolongs and worsens wars; fundamentally because it maintains bonds of vassalageand interference which are an obstacle to the autonomy of peoples, to theirability to take the destiny of their country in hand."In the street in Amiens, on 1 stMay 2021.cc UCL AmiensStrengthen the organizationThe 1st UCL Congress enabled everyone, regardless of their background orpolitical background, to share their experiences and learn from others. Somedisagreements appear to be transcendable, on condition of trusting collectiveintelligence. So that the main orientations adopted - a minimum of 60% approvalwas necessary - do not remain in the state of incantations, the UCL will have, inthe months to come, to strengthen its activist teams, quantitatively andqualitatively (by training), further facilitate their coordination andintegration into struggles. To begin with, they undertook an impressiverenovation and development work: a large meeting room, a kitchen, adjoining rooms ...The UCL delegates were quite amazed by the work done by the comrades. Alternativelibertarian gives them the floor.The 1st UCL Congress ended with a political break with the orientations defendedsince 1975, first at UTCL then within AL until its dissolution within UCL in2019. Heir to this history, the UCL Manifesto affirms that the class struggle isat the heart of our revolutionary struggle, without locking itself into a narrowworkerism which considers other struggles as secondary. This orientation has notbeen implemented within UCL, note the editors of this text.Indeed, a strategic motion had been presented to reaffirm the centrality of theclass struggle. It aimed in particular to set up a system of Youth and Workbranches in order to strengthen UCL's intervention in these spaces. This motionwas enriched by a set of amendments allowing better consideration of thediversity of activist situations. It only received 27% of the warrants.Faced with it, the majority defended the splitting of the organization into amultitude of sectors and local groups, each deciding their own priorities.
