continuation of environmental degradation by the Ministry of Agriculture. Work on
new regulations has been announced by the newly appointed minister of this
ministry, Lech Kolakowski. This is another law planned forcibly, without a
scientific debate, without public consultations, although it will also concern
the limitation of civil rights in the use of the common good, i.e. forests. The
special act of Kolakowski will not solve the problem of the spread of ASF virus
among wild boars, on the contrary, it will be a sham action and a smearing of the
eyes. We know from the short history of PiS rule that such projects have serious
shortcomings and abuses. They do not support agriculture, but they arrange
privileges for hunters.

As a social side, we do not agree to the extermination of wild boars, the
population of which has been very small over the last years of massive hunting,
and in some places close to zero. We want to emphasize that live animals are
free! When they are shot by a hunter - their dead bodies become the property of
the hunting club. This is the fastest privatization. In this way, the
privatization of forests and the animals living in them takes place. We do not
accept to disregard our civil rights to use forests and fields freely and safely.

The current special act "Lex Ardanowski" gave hunters a number of privileges. The
right to hunt is now more important than the right of other citizens to rest,
walk the dog, pick mushrooms or play sports.
Hunters can use silencers and night vision devices for hunting purposes - which
increases the likelihood of hunting accidents and mistaking humans for wild
boars. What else can we expect from the government, and more specifically from
Minister Kolakowski and the hunting lobby? It turns out that hunters sitting in
the Seym are lobbying for shooting boars from motor vehicles and for the
possibility of their maximum depopulation.

The new special act is to be another attempt to camouflage the ineptitude of
previous ministers who were unable to cope with the first ASF outbreaks in
Poland. Legislative work is to start now, because disease outbreaks have been
appearing in every corner of Poland - also in Wielkopolska for 2 years - in the
pig farming area, and it has become necessary to prove to farmers, or breeders,
that their minister is "doing something about it". However, the current and the
new law will not fulfill its purpose - it will not lead to the fight against ASF
- it will only exacerbate the social conflict between society, hunters and farmers.

"It is due to the mass shooting of wild boars, which has been going on for
several years, with numerous negligence on the part of hunters and neglect of
other methods of counteracting the epidemic by the government, that for the last
3 years Poland was an infamous record holder in Europe in terms of new ASF cases.
The number of ASF outbreaks in pig farms is also growing dramatically - from 48
in 2019, 103 in 2020, to 124 in 2021, placing us in second place after Romania.
The populist approach to the problem, which is to meet farmers' demands, without
listening to expert recommendations, has led and will inexorably lead to a
deterioration of the situation. The epidemic will continue to spread, and
excessive killing of boars will lead to a natural hecatomb, because they are
extremely useful animals,

We demand:
1. Stop the government work on a new law, which takes into account the maximum
and the subsequent depopulation of wild boar hunting privileges for 2.
Commencement of work in parliament over the draft law on social ASF, proposed by
the ecological environment, which concerns m.in .:
- full access to the forest of female citizens and citizens - protection of the
life of all animals living in forests and fields
- effective biosecurity applied by hunters and farmers - restoration of the
protection period for wild boars
, abolished in 2017 by Jan Szyszka - introduction of a ban on feeding wild animals
- subjecting hunting plans to the evaluation procedure environmental impact
- the introduction of an effective so-called "Passive supervision" - that is,
searching for fallen wild boars (also by local residents and residents, who could
earn additional money on this account)

Neither the special act of Ardanowski, nor now Kolakowski, will stop the
anti-hunting movement to stop monitoring hunting and signaling to the public that
hunters are breaking the principles of biosecurity. We will continue to monitor
the behavior of the hunting caste. We will not be deceived by the destructive
power of the so-called the "hunting tradition" and the stupid special act on
combating infectious diseases in animals. Our social monitoring has never been
and will never be unreasonable. We looked, we look and we will look at the hands
of hunters before and during the hunt, when they break ordinances and laws, and
