Teaching work is much more than 'just' teaching classes and involves other
activities, such as studies, annual, quarterly and class planning, preparation ofactivities and evaluations, corrections, publication of notes and contents in thesystem, monitoring and evaluation of practice pedagogical, etc. The working timedevoted to these tasks is called activity time . The right to this (paid) worktime outside the classroom was a historic achievement of education workers. ----Whoever makes the laws that regulate the hours of activity, and our working hoursas a whole, does not work in schools. He doesn't know our work demands or theconditions of our workplaces. The way these people legislate has turned our lawinto a nightmare.The question of time of activityThe activity hour is a period of activities that are complementary to teaching,which the teacher needs to carry out, without interaction with the students. Thisperiod is provided for in Complementary Law No. 668/2015, in Law No. 16.861/2015and in Decree No. 1.659/2021.Ordinance No. 226 of 2022, which details Decree 1,659/2021, establishes thecriteria for organizing and complying with the time-activity for effectiveteachers and ACTs of the state network of Santa Catarina. According to thegovernment, "the objective of the regulation is to provide a greaterqualification to the teaching work, benefiting and positively impacting theeducational work", however, what happens in practice is exactly the opposite.According to official documents, the activity time may correspond to 1/3 or 2/3of the teacher's total working day. Thus, a teacher who works 40 hours a weekmust complete 800 minutes of activity hours (in the case of 1/3), half of whichwill be in the school unit., that is, 400 minutes. A teacher with a 20-hour shiftmust complete 400 minutes of activity hours, 200 of which are at school. This teacher will have to go another day just todo his afternoon activity.The requirement to fulfill an activity hour during the workday forces the teacherto perform it in the "windows" (vacant period between classes) and, for theprofessional who has a full workload, it becomes necessary to return to school onanother day. . For those who have time available, there is an increase in thecost and time spent on transportation. But most teachers do not have availableperiods to return to school to fulfill their time-activity, as they need to be inthe classroom at another school.In addition, most schools in the state do not offer an adequate structure tocomply with the time-activity. Therefore, in most units we are forced to prepareor correct activities in the teachers' lounge, a place that is generallyunsuitable for working with concentration, as there are not enough computers andwhich serves as a space for rest, coexistence, fraternization and discussionamong workers.Instead of helping the teaching work, the government's proposal to comply withthe time-activity is impractical in most schools in the state. The governmentrequires 50% of the time in school, but does not provide adequate conditions.Therefore, teachers usually take their work home, so they can have space,silence, computers, chairs and adequate internet connection, but now this only"alternative" to circumvent the precariousness of our workplaces can lead topunishment.And the electronic point problemAs of May, electronic points began to be installed in schools to replace otherforms of registration, such as the traditional point-book.
