We anarcho-syndicalists do not consider ourselves pacifists, but
anti-militarists. We share no illusions of goodwill or the ability of states orthe UN to be the bearer of peace and harmony. However, in this hour of blood,hatred and the threat of a military conflagration, we consider it necessary toexpress solidarity with all those who have not lost their minds and do not wantto kill and die for the power and profit of masters and masters. Therefore, wehave translated and are publishing here the statement of the Ukrainian PacifistMovement, which calls for an immediate ceasefire and a peaceful settlement of theconflict. It was issued following the meeting on the occasion of theInternational Day of Peace on September 21, 2022. A PEACE AGENDA FOR UKRAINE AND THE WORLDWe, Ukrainian pacifists, demand and will strive to end the war peacefully andprotect the human right to conscientious objection to military service.Peace, not war, is the norm of human life. War is organized mass murder. Oursacred duty is not to kill. Today, as the moral compass is lost everywhere andself-destructive support for war and militancy grows, it is especially importantfor us to maintain common sense, stay true to our non-violent way of life, buildpeace and support peace-loving people.After condemning Russian aggression against Ukraine, the UN General Assemblycalled for an immediate peaceful resolution to the conflict between Russia andUkraine and stressed that the parties to the conflict must respect human rightsand international humanitarian law. We share this position.The current policy of war until absolute victory and the dismissive attitudetowards criticism from human rights activists are unacceptable and must bechanged. A ceasefire, peace talks and serious work are needed to correct thetragic mistakes made by both sides of the conflict. The prolongation of the warhas catastrophic, deadly consequences and continues to destroy the well-being ofsociety and the environment, not only in Ukraine, but throughout the world.Sooner or later, the parties will sit down at the negotiating table, if not aftera reasonable decision, then under the pressure of unbearable suffering andweakening. The second option is best avoided by choosing the diplomatic path.It is wrong to take the side of any of the opposing armies; one must stand on theside of peace and justice. Self-defence can and should be carried out bynon-violent and unarmed methods. Any cruel power is illegitimate, and nothingjustifies the oppression of people and bloodshed for the sake of the illusorygoals of total control or the conquest of territories. No one can escaperesponsibility for his own misdeeds by claiming that he is the victim of themisdeeds of others. The wrong and even criminal behavior of any party cannotserve as an excuse for creating a myth about an enemy with whom it is allegedlyimpossible to negotiate and which must be destroyed at any cost, including thecost of self-destruction. The desire for peace is a natural need of every person,and its manifestation cannot serve as an excuse for a false association with amythical enemy.The human right to conscientious objection to military service in Ukraine has notbeen guaranteed by international standards even in peacetime, let alone under thecurrent conditions of martial law. The state has shamefully evaded for decadesand continues to evade any serious response to relevant UN Human Rights Committeeproposals and public protests. While the state cannot derogate from this righteven in time of war or other state of emergency, as stated by the InternationalCovenant on Civil and Political Rights, the army in Ukraine refuses to respectthe universally recognized right to conscientious objection to military service,refusing even to replace compulsory military service on mobilization byalternative non-military service in accordance with the direct prescription ofthe Constitution of Ukraine. Such scandalous disregard for human rights has noplace under the rule of law.The state and society must put an end to the despotism and legal nihilism of theArmed Forces of Ukraine, manifested in the policy of harassment and criminalpenalties for refusing to participate in hostilities and the forcibletransformation of civilians into soldiers, due to which civilians cannot movefreely within the country and travel abroad. border, even if they have vitalneeds for salvation from danger, education, finding a livelihood, professionaland creative self-realization, etc.The world's governments and civil society have found themselves helpless in theface of the scourge of war, embroiled in a vortex of conflict between Ukraine andRussia and broader animosity between NATO countries, Russia and China. Even thethreat of the destruction of all life on the planet by nuclear weapons did notput an end to the frenzied arms race, and the budget of the UN, the maininstitution of peace on Earth, is only 3 billion dollars, and global militaryspending is hundreds of times greater and exceeded the wild amount of 2 trilliondollars. Because of their propensity to organize mass bloodshed and force peopleto kill, nation-states have proved incapable of non-violent democratic governanceand their basic functions of protecting the life and freedom of people."In our opinion, the escalation of armed conflicts in Ukraine and the world iscaused by the fact that the existing economic, political and legal systems,education, culture, civil society, media, public figures, leaders, scientists,experts, professionals, parents, teachers, doctors, thinkers, artists andreligious leaders are not fully fulfilling their responsibilities to promote thenorms and values of a non-violent way of life, as stipulated in the Declarationand Program of Action for a Culture of Peace adopted by the UN General Assembly.which must be ended: military-patriotic education, compulsory military service,lack of systematic education of the population in the spirit of peace, warpropaganda in the media, NGO support for war, the reluctance of some human rightsdefenders to consistently advocate for the full realization of human rights topeace and the rejection of military conscience services. We remind the partiesconcerned of their peacebuilding responsibilities and will unswervingly insist onthe fulfillment of these responsibilities" (Executive Secretary of the UkrainianPacifist Movement Yuriy Shelyazhenko).We see the goals of our movement for peace and all movements for peace in theworld as defending the human right to refuse to kill, ending the war in Ukraineand all wars in the world, ensuring sustainable peace and development for all thepeoples of the planet.
