The Ukrainian government is taking advantage of the war against the Russian
invader to pass "emergency laws" reducing the rights of workers. ---- TheUkrainian counter-offensive launched on August 29 is inflicting serious setbackson the Russian army and could spell the end of the attempted invasion of thecountry. ---- The victory of Zelensky's troops does not mean that the proletariatwill see its living conditions improve. The current Ukrainian leader is indeed apure neoliberal who takes advantage of the conflict to accelerate anti-socialattacks. On March 15, a "regulation of labor relations during martial law" waspromulgated. ---- This law allows an increase in the legal duration of work, upto 60 hours per week, dismissal facilities and suspensions without pay. Thisregulation is meant to be temporary, but even a military victory will not beenough to remove it. The government will be able to maintain it in the name ofthe threat or for a hazy national unity necessary for the reconstruction effort.The exception, especially in the name of the higher interest of the nation, oftenbecomes the rule. The vote of Law 5371 on July 19 proves it. This law will allowindividual negotiation of contracts in SMEs, which concerns 70% of workers inUkraine.Clearly, this is the end of the labor code. Social struggles had blocked asimilar project in 2019. Today the Ukrainian bourgeoisie is taking advantage ofthe war to pass anti-social laws. It is all the easier since many trade unionistsparticipate in the fight and in the organization of defense as conscripts orvolunteers.Individual contract negotiationMoreover, in a context of war propaganda and national unity, social strugglesrisk being poorly received. All this allows a major attack against labor law,breaking with international conventions. Concretely, this law will mean that thecontract between employer and worker will be made "by mutual consent of the twoparties".This formulation reminds us of the arguments used during the passage of the laborlaw in France. It is obvious that Zelensky is carrying out this attack as part ofa global capitalist offensive. This law also responds to the agenda of Ukraine'sallies. If NATO and the European Union have provided weapons, it is not for free.Attacks on the labor code and the proletariat are attacks in the service of theimperialists. It is a question of favoring the exploitation of Ukrainian men andwomen within the framework of the globalized economy.Beyond the fight that our comrades in Ukraine must wage, international solidarityis necessary. The links created by the Union Syndicale Solidaires and theInternational Network of Solidarity and Struggle are invaluable in defeatingcapitalist attacks.
