Against Darmanin, his world and especially his 2023 immigration bill, UCL calls
for demonstrations everywhere in France on December 18, alongside exiled people.With this law, Darmanin intends to keep undocumented migrants under water anddeport them more easily while closing the door to regularization a little more.---- The new law provides for the automatic imposition of an "obligation to leaveFrench territory" (OQTF) on the asylum seeker whose application is rejected atfirst instance. Until now, unsuccessful applicants could appeal to the NationalCourt for the Right of Asylum (CNDA), made up of two judges and an expert. ----This collegiality made it possible to take the time for a serious interview withthe asylum seeker. The reform wants to reduce the jury to a single judge andgeneralize videoconferencing at the hearing. Faced with more than a dozen cases aday, it is to be feared that this single judge will simply ratify the rejectionof asylum pronounced by the French Office for the Protection of Refugees andStateless Persons (Ofpra).At the same time, the government intends to give itself the means to expel thepeople targeted by an OQTF. It increases the capacity of existing administrativedetention centers (like in Mesnil-Amelot) and builds new ones (like in Mérignac)to reach 3,000 additional places by 2027... While waiting to have the opportunityto deport them, the government intends to exploit economically the exiles presentin France.The new law provides for the elimination of the six-month waiting period duringwhich asylum seekers do not have the possibility of working (the time limit forexamining an asylum application is in theory six months). It also provides forthe creation of a residence permit specific to "under pressure" professions,renewable each year... provided that the profession is still considered "underpressure".This project illustrates the cynical way in which the government considersexiles: a workforce that is exploited before being expelled. This precariousnessof legal work is a continuation of that imposed by our rulers on society as awhole, and reveals the converging class interests of all workers, with or withoutpapers.Faced with the closing of borders, we demand freedom of movement and settlement,the closure of prisons and CRAs, as well as the immediate regularization of allundocumented migrants.In the face of fascism, we denounce xenophobia, the nationalist myth,Islamophobia, and anti-Semitism.
