The presumed "turning point" in the story of ISAB and the industrial area of
Priolo took place on 9 January with the announcement in the media of the sale ofthe petrochemical by the Russian LUKOIL to ARGUS New Energy, an Israeli-Cypriotinvestment fund which controls GOI Energy, an oil company also based in Cyprus.Through a game of "Chinese boxes", the Sicilian plant should receive the oil tobe refined from TRAFIGURA, a multinational in the sector which, as GregorioMalagutti writes in an article that appeared in "L'Espresso" on 22 January, has arather opaque, so much so that one suspects that he continues to entertainlucrative business with Putin's Russia. The whole operation took place with theassistance of BonelliEredi, a brokerage company which counts, among itsconsultants, also the former minister Angelino Alfano, "talked about" in the pastfor relations with circles close to the Cosa Nostra.The fact is that the president of the Sicilian Region, Schifani, immediatelyhastened to legitimize the transfer of ownership by receiving the leaders of theGOI at the Palazzo d'Orléans. Either because he is in constant search of an easyconsensus or because he has not yet understood that the ISAB affair is beyond hisreach, the national government having claimed it for himself, Schifani risks asecond barbina figure after the bogus promise made a few days behind the unionsof a regional "decree-bridge" to keep the plants open, not caring about thejudiciary, seizures, the environment and collective health.First of all, it should be clarified that the proprietary "turning point" in noway unlocks the current crisis situation of the Syracusan plants but above allserves to extend the times for its effective solution. And with delay afterdelay, the danger of ending up like Gela and Termini Imerese - devastated,desertified territories with no future employment - becomes more and more concrete.The purchase and production relaunch of ISAB, if confirmed after the usualministerial checks, require rather long bureaucratic times and are, moreover,bound to the solution of the environmental question, which they cannot ignore.With regard to the production aspect, it is not clear what role and what powersthe government commissioner, the fulcrum of the "golden power" decree of 2December, converted into law by the parliamentary majority on 31 January thisyear, will now be able to exercise. Nor what advice for a "green" or natural gasconversion of the plants, as was the original intention of the government, couldENI be called upon to provide. With regard to the purifier, the offices of theSicilian Region granted a one-month extension of the integrated environmentalauthorization, with a questionable procedure, given that the same authorizationhad been suspended as a precaution on 9 December pending, six months after theseizure of the purifier - with 32 people and 7 companies under investigation, and20 million euros allocated by the Region (and not by the polluting companies!) -,that the preparatory appraisals for the definitive "revocation" could finally becarried out. The latter left even later, on January 17, and the outcome is notyet known.What will happen if the "compromise" and therefore the unusability of thestructure were to be ascertained? The shutdown of all the plants that should pourdangerous wastewater into the treatment plant or the continuation of pollutingactivities, as foreseen by the second law decree to be converted, that of 28December - a real legal shame -, with the risk also for the new company that ownsthe ISAB to be indicted for environmental disaster?All these conundrums only because there was no desire to take the straight path,the only humanly viable one, that of the definitive closure of the death plants,their dismantling and the renaturalization of the places, employing the workersin a work that is useful and no longer harmful to the collectivity.
