contained in the Calderoli bill on the differentiated autonomy of the Regions, onthe initiative of many comrades, committees are being set up in the area to say"No to differentiated autonomy for equal rights from North to South" . ---- Theaim is thus to counter a reform that will cause an increase in territorial andsocial inequalities, especially in health care, schools and transport, creating abroad front of struggle that involves male and female workers in the varioussectors, users, all residents in the territories, without any discrimination andindependent of their political and party location, as unity must be sought oncommon and shared objectives.Given the nature of the dispute, the creation of struggle committees on theterritory and a mobilization that starts from the bottom are essential for theconstruction of a struggle front and therefore we promote and welcome theestablishment of committees at the municipal level that carry out the examinationand to comment on the ministerial measure and organize discussions and publicdiscussions on the subject, simulate the consequences of applying the measure,finalizing motions and drafting critical documents on the proposal on which tocall upon the self-convened assemblies and subsequently the governing bodies of theentities local, so that the mobilization parallels the terrain of social andinstitutional confrontation.This method of operating has the advantage of not closing the confrontation atthe institutional level, but of establishing a dialectical relationship withthose institutional instances which would be the ones most affected by thecontent of the provision and which see their operational resources reduced due tothe effects of the new division of responsibilities , the conditions of access tolocal resources and who would find themselves in the position of having to managethe reduction of services to the administered populationsNor can it be neglected - addressing these issues - to pronounce on the moregeneral problem of the tax lever, claiming criteria of fairness andprogressiveness in proceeding with the general tax levy, as well as in thedistribution of income which must be done by applying the principles of socialsolidarity, with particular attention for the poorest and most disadvantagedsections of society.The workplace must and can be one of the places in which to develop confrontationand collective discussion, as well as mobilization, just as the governing bodiesof healthcare facilities in the area must and can pronounce themselves and take aposition on these issues that belong to them interest and certainly impact on thefunctioning of the structures and on the quality and quantity of the servicesprovided.Only an organized presence in the area can effectively influence the politicalframework by taking advantage of the fact that the issues in question go beyondthe partisan division in many ways, but see the interests aggregate and recognizeeach other in relation to the territorial location. It will not be possible to plan an energypolicy for the ecological transition and the decarbonisation of the economy.Furthermore, the presence of twenty mini regional states will cause publicexpenditure linked to the cost of the administrative apparatus to take off, whichwill grow dramatically: a senseless, inefficient, expensive and chaotic choice.To counter this project it is necessary to create a strong mass movement thatblocks the legislative process, first of all by putting pressure on theparliamentary opposition so that there is no negotiation or mediation on thisissue. This can only happen on condition that they are pushed to act and takesides under the pressure of a strong mass movement which induces the Governmentto withdraw from its intentions.
