The choice of the CGIL CISL and UIL trade union leaders to postpone a general
strike of the entire workers' movement to a date to be defined, indicating and
organizing exclusively three interregional demonstrations to be held in Bologna
on the 6th of this month, for the central regions, on the 13th Milan for the
north and May 20 in Naples for the southern regions further confirms the
inadequacy and co-responsibility of these management groups with government and
employers.
Not by chance, in order to regain a fictitious confederal unity, the CGIL agreed
to eliminate from the unitary platform the opposition to the differentiated
autonomy project prepared by the Meloni government, thus favoring the
collateralism and the moderate line of the CISL. But the same wage request does
not go beyond a generic reference to the need to reevaluate wages with respect to
the erosion of inflation, without setting up a concrete, defined and generalized
battle on the effective monetary masses to be requested, demanding a greater cut
in the tax wedge on wages medium-low which, like a classic losing game, can only
lead to a reduction in services and welfare. The comparison with the strike wave
in the rest of the European countries is not comparable at all.

The strike in the last few days of March by public transport in Germany, which
paralyzed air, railway, naval traffic, and in at least seven Laender also urban
traffic, for 24 hours, was called by the Verdi and Evg trade unions, who are
demanding an increase in wages. by 10.5% and at least 500 euros more in payroll,
while Evg claims an increase of at least 650 euros per month.
In the United Kingdom, the workers of 14 railway operators are again on strike to
demand higher wages, in the face of the rising cost of living.
The union action follows recent protests by teachers, medical specialists and
civil servants demanding wage increases to deal with rising inflation, which
stands at 10.1%.
In France, as we write these notes, we are now on the eleventh day of strike
since January this year against Macron's pension reform project which would bring
the pension from 62 to 64 years of age and the consensus of public opinion around
to union organisations, led by the CGT, is still very high, despite the repeated
episodes of clashes and violence starting from the forces of order.
Faced with such a situation at the European level, CGIL CISL and UIL are unable
to even indicate, in addition to a concrete and tangible objective, any effective
mobilization capable of overturning the effective balance of power within our
country.
A by now ancient season that began more than thirty years ago called concertation
has produced the current situation: insufficient and ever lower wages, precarious
and intermittent work that is ever poorer and subject to blackmail, pensions ever
lower and ever later, an increase in accidents on the work and reduction of
health and education services.
These are the fields and the issues on which the trade union structures should
organize acquisition battles, with which to really change the general power
relations in society, as well as in individual workplaces in favor of male and
female workers.

Playing again with the will to "govern the digital, green and energy transition
based on renewables in a participatory and shared way in compliance with European
objectives" as we can still read in the unitary platform CGIL CISL and UIL for
the May mobilizations not only will it not be able to move anything, but confirms
that line which aims to reconcile divergent interests; those of the labor
movement and that of the employers and the government and which has led to the
current serious economic and social situation.
The same recent Congress of the CGIL which closed in Rimini on 18 March was not
at all up to the task of a classic structure of resistance and defense of male
and female workers, having given up and lost an opportunity to develop a robust
self-criticism of the line union in recent years.
No self-criticism with respect to the ever more pressing introduction of the
so-called "corporate welfare" which has moved and will move more and more capital
from public to private healthcare, as well as no self-criticism with respect to
supplementary pensions and the increase in the various contractual pension funds,
indeed always in the unitary platform we can read ".. it is also necessary to
promote and support supplementary pensions to encourage the increase in
membership of negotiated pension funds".
Furthermore, the will to organize a generalized battle on wages and on the
reduction of working hours for equal pay is non-existent, despite the repeated
statements on the reduction of working hours and even of the working week.
Unfortunately the road ahead of us workers and workers is uphill.
Celebrating and remembering May 1st and its historical and political significance
as an international day, born for the acquisition of the eight hours, in this
historical and political phase we have gone back a lot.
After the hangover from privatizations and the competitive challenge in the
so-called globalization that has invested all the government left and the union
leadership itself, starting from the 90s of the last century we have, alas,
arrived that in the commerce sector we still struggle to spend in the family the
so-called commanded holidays: Easter and Easter Monday, passing from April 25th
to May 1st until June 2nd.
Although belatedly, Filcams CGIL, the trade union structure connected to trade
activities, had to launch the "The party is not sold" campaign, proclaiming a
strike against the now routine holiday openings, especially in large-scale
distribution, as well as starting to address the problem of repeated Sunday
openings, which have now become a habit also due to the wage blackmail of the
same workers hired, for the most part, with involuntary part-time contracts.
To get back on top we have to set up a generalized battle by claiming a minimum
of 200 euros net per month in payroll, greatly reduce working hours for equal
pay, drastically reduce precarious forms of work.
Instead of deleting the issue of differentiated autonomy from the unitary
platform, a serious, tenacious and successful battle would be needed against what
is in fact a squared differentiated autonomy, i.e. the abolition of article 8 of
Law 148 of 2011, of the infamous Sacconi decree , former Minister of Labor in the
Berlusconi government. A decree which, providing for the possibility of
derogations, even pejorative to contractual and even legislative provisions,
provided they are signed by the majority of the most representative trade union
organizations, represents a real and real possibility of a regulatory and wage
jungle in the various workplaces, factory by factory, territory by territory,
much greater than the division that is expected at the regional level with the
formulation of the differentiated regional autonomy indicated by the Meloni
government, autonomy already in place in regional health care and tragically made
explicit in the crucial years of the pandemic that has just passed.

Finally, through the newly fired Def and the few other guidelines already taken,
the Meloni government is taking measures in the field of procurement, safety
control, the regularization of migrant workers that increase the precariousness
and blackmailability of male and female workers, denying possible hopes to the
new generations and instead giving precise answers to his electorate and his own
social block of reference, such as the prospect of the flat tax at the end of the
legislature and the reduction of tax rates and above all of the fair compensation
for the activities of the freelancers who represent themselves as a real "minimum
wage" by law for professionals and VAT numbers while denying at the same time, as
the same audience recalled, shamefully offered to him by the general secretary of
CGIL Landini, at the Rimini congress, the minimum wage by law for employees .
It is no longer time for inconclusive demonstrations in which more and more
sectors of the civil service and fewer and fewer male and female workers
participate. Just as it is no longer time for strikes, such as those made by CGIL
and UIL in December last year, in which very few male and female workers
participated.
Strikes must be organized with criteria, with method and above all the
percentages of membership must be counted, studied and publicized.
You need to have unifying goals; few and clear. And they must be pursued with
tenacity. We must and can use all our intelligence and organizational skills,
starting from the Chambers of Labour, to effectively organize the coordination of
delegates who are effective centers of organization and dissemination of trade
union action and propulsive in organizing the territories.
It is necessary to indicate a unifying wage target for all categories and to
force the government and employers to negotiate without any mediation of the
management groups.
Trade union contracts have been defined, discussed and mediated exclusively by
union leaders for years and there is no step before and after consultations with
male and female workers.
Union representation does not need a law that requires it. If the democratic
forms of discussion in the categories as well as at the inter-category level are
restored and above all if part, if not all, of the normative and wage conditions
lost in the last 30/40 years is effectively regained, representation can be
restored, so how adhesions to trade union and political activity grow again and
also extend to the new generations.
