The next step to these initiatives can only be to start intervening in the
management of services, identifying both alliances and counterparties with the
same method. For example, with regard to territorial health services and
widespread medicine in the area, it is possible to organize similar initiatives.
The organization of a public debate on local medicine in an area or a group of
municipalities can be an opportunity to fine-tune requests and positions to be
addressed to the municipal and regional management bodies in this case as well,
in order to form a common front of the entities operating in the territory that
together with the residents, they take charge of planning, hypothesizing and
asking for the implementation of efficient and functional territorial health
services. Well, in this situation, the boards of directors of the Local Health
Authorities can be a point of reference for repeating with these bodies the same
procedure triggered with the municipalities and the municipal councils. The same
can be done with transport services in the area by carefully choosing the
counterparts which can be the districts and reclamation consortia which can
become counterparts to which to address the requests of citizens who ask for the
implementation of projects and services.
The same procedure can be used with regard to purification plants and service
infrastructures of the territory, such as the collection and disposal of garbage
or as regards the transport of goods and people, affecting the timetables and
organization of services for commuters, taking care that in addition to the road
transport company, the counterparts become the State Railways or the regional
companies responsible for the transport of people and the road system. Such a way
of proceeding would remedy the ever greater lack of participation shown by
citizens with the refusal to participate in elections, preferring to abstain and
emptying the democratic system of delegated representation and replacing it with
direct action and first-person accountability of all those who live in the area,
whether they are citizens or residents. This seems to be the only way to fill the
increasingly serious representation gap shown by government institutions in the
area and constitutes a constructive and positive way of remedying the
shortcomings of politics and the lack of representation of parties and institutions.
It is perhaps possible, in this way, to make a policy on the territory that uses
and adopts the method of libertarian action and direct action, rediscovering and
re-proposing the communalism of Camillo Berneri in a new key, reflecting on his
ideas and on the renewal of action, strategy and methods of political action of
anarchists and libertarians.
