communities. ---- Chiapas is Mexico, and in Chiapas many of the forms of
violence that affect the whole of Mexico are concentrated in Chiapas
today. The war imposed on our country by the United States, and which
Felipe Calderón undertook to deepen, today touches the entire national
territory. The border has moved to the southeast and with it the war, a
war that the current government has not stopped: 153[1]thousand 941
intentional homicides, 42[2]thousand 935 people disappeared and missing,
69[3]journalists and 94[4]people defending land and territory,
indigenous peoples and the environment, murdered in the ongoing process
of militarized and criminal recolonization of the current six-year term.

Chiapas is Mexico, and like the whole country, it experiences times of
extortion, shootings, forced displacements, trafficking of women and
immigrants, drug trafficking, kidnappings, murders of people who defend
the territories, journalists, femicides...

The facts are indisputable: in Chicomuselo, paramilitaries are
persecuting the population to stop opposing and approve the reopening of
a barite mine, causing forced displacement. In Comalapa, territorial
disputes between organized crime groups are also causing the forced
displacement of thousands of people. Very close to Tuxtla Gutiérrez, a
truck carrying illegal immigrants overturned, killing at least 56 people
and injuring another 70. In Pantelhó, gunmen assassinate Simón Pedro,
defender of indigenous peoples' rights and member of the Civil Society
Organization, Las Abejas de Acteal. In Santa Martha, in the municipality
of Chenalhó, gunmen attack families who are victims of forced
displacement and kill seven tzotziles (indigenous people of the area,
note of the mtf.). In San Cristóbal de las Casas, armed groups roam the
city, demonstrating their ability to mobilize and shoot... The count
could go on, as every day new events of violence occur in Chiapas.

Organized crime groups, narco-paramilitaries and paramilitaries operate
with complete impunity throughout the territory of Chiapas. In response,
the federal government is sending troops and the National Guard into an
area that has already had a heavy presence of military forces since
1994. This remilitarization has not translated into a reduction in
violence and illegal operations, on the contrary, organized crime groups
crime syndicates have diversified their economic activities and
intensified their attacks on people and communities.

In this context, the paramilitary and quasi-paramilitary groups that
have been operating with total impunity in Chiapas for three decades
have increased their warlike actions against the Zapatista peoples. The
Regional Organization of Coffee Growers of Ocosingo (Organización
Regional de Cafeticultores de Ocosingo ORCAO), which has been operating
since at least 2000 at the service of various governments, political
parties and power groups in the region, has carried out between 2019 and
2023, more than 100 attacks against Zapatista villages belonging to
caracol 10, Flowering the Rebel Seed, based in New Homeland, Council of
Good Governance New Dawn in Resistance and Rebellion for Life and
Humanity (Caracol 10, Floreciento la Semilla Rebelde, con sede Patria
Nueva, Junta de Buen Gobierno Nuevo Amanecer en Resistencia y Rbéldia
por la Vida y la Humanidad).The attacks, insults and provocations are
continuous and have intensified since 2019. The Zapatista authorities,
human rights organizations and at least three observation missions ,
have documented and disclosed this in public reports and press
conferences. We are sharing as an appendix to this statement a detailed
account of several of these attacks.

 From the national and international support environment of the
Zapatista Army of National Liberation and the National Indigenous
Council, on June 8, 2023, in Mexico and in the world we carried out 72
actions (36 national and 36 international) to give visibility to these
complaints and to demand to stop the war against the Zapatista peoples
and to stop the war in Chiapas. These solidarity actions continue to
take place in various states and countries. The answers arrived a few
weeks later: from June 19 to 22, 2023, members of ORCAO carried out new
coordinated attacks on three Zapatista communities: Emiliano Zapata, San
Isidro and Moisés y Candhi, which are part of the Moisés y Gandhi
district and located in official municipality of Ocosingo in Chiapas.
Attacks range from the arson of properties to armed raids. These attacks
lasted, in this case, three days and recorded at least 800 shots of
various calibres, as well as the burning of plots of land near the
houses of Zapatista families.

On June 23, in his morning interview from Chiapas, the head of the
Federal Executive, accompanied by the Minister of the Interior, the
Minister of National Defense and the local governor, downplayed the
serious situation in the region and the well-documented attacks on
Zapatista communities. Moreover, he continued, disparaging the
organizations and individuals who defend the land and human rights and
the organizations that record and denounce these and other forms of
violence.

These responses, both from ORCAO and the president of Mexico, worry and
frighten us: ORCAO continues to increase its armed operations, while the
president of Mexico covers, with his words, serious acts of violence
that clearly tend to they increase. Denying, minimizing and distorting
this proven reality turns into a cloak of impunity that protects
paramilitary groups.

Even worse, the president of Mexico adopted the word of his predecessors
when they pointed out that these conflicts were between local groups or
"between communities", thereby avoiding all responsibility of the State
and imitating Felipe Calderón and his offensiveness "they are killed
between their".

This panorama leads us as individuals, peoples and organized
communities, in Mexico and in other parts of the world, to redouble
efforts to stop the war against Zapatista communities and Chiapas. Today
we confirm that the present government not only does not listen, but,
moreover, continues to allow and support a strategy of
counter-revolutionary and criminal warfare.

For the above reasons, we invite you to:

Denunciation of the war against the Zapatista peoples and in general in
Chiapas and highlighting the responsibility of the state and federal
government.
Development of information campaigns and solidarity actions throughout
the country and in other countries, to inform about this war against the
peoples and communities of the Zapatistas and the war in Chiapas.
 From this space of national coordination, we call for a World Day of
Action Stop the war against the Zapatista peoples. From the horrors of
war to the resistance for life, on July 13, 14, 15 and 16, which aims to
inform society about the state of the war against the Zapatista peoples
and in Chiapas. This day will include:

a) Leaflets and dissemination of information

b) Information panels

c) Artistic events

d) Mobilizations

In addition, between July 24 and 28 we will hold a national forum with
three axes, violence, justice and peace. Likewise, we share that we are
able to carry out the work of observation and escort in Zapatista lands
when conditions permit.

We call for the development of all possible solidarity towards the
Zapatista peoples, so as not to fall into indifference and
individualistic flight in the face of the attacks that the peoples and
communities of this state experience every day. Chiapas is Mexico, and
today Mexico and the world must look and act against war and for peace,
with justice and dignity.
