Original article: "Militares de Estados Unidos en el Perú como respaldo
a más represión". Translation by Caterina for the Galatea AnarchistGroup ---- The dictatorship of Dina Boluarte has authorized the entry ofover a thousand US soldiers into Peru, while national demonstrations arerekindled against the regime which, through the lethal violence of thesecurity, had murdered 50 people during the protests (19 others had diedin incidents related to the crackdown). ---- The provision isinterpreted as a threatening and dissuasive message towards theorganized people - who will resume mass demonstrations starting fromJuly 19, on the eve of the national independence day. From the Punoregion, the epicenter of the opposition, it has been announced that13,000 protesters will mobilize towards the capital - in what they callthe "third capture of Lima".According to the decree approved by parliament in May, US troops willarrive between June and December, with the aim of offering "the JointCommand of the Armed Forces and the police of Peru support andassistance in special operations". They will be deployed in at least 14provinces, including Lima and the areas of the southern Andean regiontormented by state terrorism (Ayacucho, Apurímac, Cusco). The de facto government 1 sustains itself with arms. The alliancebetween Congress and the executive - who submit to the orders of theoligarchy - refuses to bring forward the elections for this year, despite the request of 70% of the population. 80% disapprove of Boluarteand 90% do not recognize parliament, according to polls this month. Whenasked about the upcoming protests, the de facto president, in aquestioning tone, verbalized her threat of death towards those whodefend the legitimate protest: "But how many more deaths do they want?"In response, the Unified National Struggle Committee of Peru (CONULP)reaffirmed its nonviolent position, without flags of parties or tradeunions: "The original peoples of the 25 regions have already made theirdecision: to abolish this state from the roots. The conclusion is tobuild a new multinational state starting from the regions. Since 1821,the 12 constitutions have been for the ruling class, not the people. Theleft-wing parties want new elections, a constituent assembly, a newconstitution: but they are all part of this political class, of this oldstate. We will not admit them in our struggle, nor will we allow violentacts. We hold the police and military leaders accountable for the violence."The forthcoming protests in Lima will determine the future of theregime. From the very dome of power is staged an argument aboutBoluarte's continuity - whether it be about immediate infighting, garnering[electoral]support or a possible warning from the legislatureto call elections before 2026.According to the Central Nacional de Rondas Campesinas del Perú, 30,000members of the organization responsible for community security in ruralareas will also participate in the mass mobilizations in the capital.Imperial Wars for ExtractivismIn addition to being a warning to Peruvian society, the presence of theUS military in Peru is a strategic move within the Latin Americanregion, particularly in the Andean-Amazonian territory: as part of theimperial wars with China and Russia, Washington is battling to conquerand exploit the lithium and other raw materials of the Global South. The United States supported, from the beginning, the investiture ofBoluarte after the coup d'état against Pedro Castillo - which took placelast December. In a recent statement, the US ambassador to the Andeancountry, Lisa Kenna,[expressed her optimism about the futurerelationship between Peru and the United States, urging those present"to listen, respect, keep open our minds and our hearts and tofaithfully follow the principles of democracy and institutions"]. It isthe only South American nation to host military exercises this year -and the third in Latin America, along with Mexico and Belize.Recently, the Peruvian state granted the Canadian company MacusaniYellowcake the first of three permits for the exploitation of lithium inPuno, the province where in January the police and the army murdered 19unarmed people, shooting classified as "extrajudicial executions" byinternational human rights organizations. In recent months, the commander of the US Southern Command, LauraRichardson, has been explicit about the mission that the Washingtoncapital has assigned her: "This region is full of resources and I amconcerned about the malicious and profiteering activity of ouradversaries. They are ostensibly investing, when in reality they aremining[...[China's aggressiveness and its game on the lithium field isvery advanced and very aggressive."Lithium is, at the moment, the mineral most sought after byimperialisms. South America has the world's largest reserves: 80% of allthe "white gold" on the planet is found in Argentina, Bolivia and Chile. These days, defending land and water against lithium exploitation is oneof the slogans of the Jujuy mass protests. For the populations damaged by the mega-mining projects, the real"lithium triangle" is not represented by these three South Americancountries but by the "link between the security forces, the state andmultinationals", as the Pucará Assembly has long observed in Argentina."We insist that it was the USA that ordered the massacres in Peru. Thefault lies with the foreign companies that come to plunder[theterritories]. The province of Jujuy, in Argentina, has rebelled and isfighting because to exploit lithium,[companies]take possession of landand water. It is a single struggle but it is always the same enemy,"said the representative of the international organizations that supportCONULP from Lima. The violence of the state and big capital in the province of Jujuy, aswell as in Peru, is exercised to defend the extraction of raw materials. It is no coincidence that Puno, with its large reserves of lithium andother minerals, is the region that suffers the greatest number ofreprisals. Against the military power and ecocidal mining of the powersallied to the national elites, the organized people respond with thedefense of the territory and of their own existence - in the face of aglobal model in agony and whose end they declare.Note from the Galatea Anarchist Group1A de facto government (de facto or non de jure) is an executive which, while exercising this power in practice, is established in violation ofthe constitutional order of the state.https://gruppoanarchicogalatea.noblogs.org/post/2023/07/16/i-militari-statunitensi-in-peru-sostengono-una-maggiore-repressione/_________________________________________A - I N F O S N E W S S E R V I C EBy, For, and About AnarchistsSend news reports to A-infos-en mailing listA-infos-en@ainfos.caSPREAD THE INFORMATION
