If the intersyndicale was not content to "set dates", it is largely
because Solidaires pushed a more combative and creative line there...but without performing miracles. Especially since the movement revealedsome worrying weaknesses within the organization. ---- Unlike certaincounter-reforms which, in the past, had taken the social movement bysurprise, the attack on pensions was announced in April 2022 and thepresidential election. The Union Syndicale Solidaires had thereforereleased national material in June, and organized an interprofessionalcampaign centered on pensions. Despite this, the preparation for thebattle was sluggish, most of the structures adhering to Solidairesremaining focused on the professional subjects of their sectors. InSeptember 2022, the file came back to the fore, the government releasingtrial balloons in the press, with the threat of an ultra-rapid passagein force. Solidaires then joined a " large " inter-union, whichprogressed all the more slowly since it had hardly met in this formatfor years. Additional difficulty: the Nupes tried, at the time, to takecontrol of the social question with its citizen march " against highcost of living and climate inaction " on Saturday October 16, 2022. Itwas a flop, compared to the interpro day which, on October 18, at thecall of Solidaires, CGT, FO and FSU, mobilized ten times more people, onstrike moreover. Three months later, on January 21, the failure of theNupes "March for Pensions" confirmed the preeminence of the street leftover the parliamentary left, clearing the horizon for union action.Launch strikes without delayAt that time, the strategic discussions within Solidaires led to theconviction that it was not necessary to wait for the publication of thegovernment project but, as in 2019, to try to launch renewable strikesupstream. We then imagined a joint announcement in mid-November with theCGT and the FSU, then a strike in January, which left two months ofpreparation. This may seem late, but it was necessary to pass theelections at the SNCF and in the three public functions which, inDecember, occupied the union teams.The eight-man inter-union at the center of the gameIn the end, it was impossible to launch strikes upstream : theintersyndicale, with its timing which was being built " in response tothe government " took precedence over the rest, partly because no sectorsought to push, like the We had done the RATP then the rail in September2019. We therefore lost the choice of the terrain and the calendar, butwe used the time of the false consultations in the fall to prepareequipment and internal training. And then the government, too, wastedtime: its project was badly put together, and it had to wait until theend of the World Cup (France was in the final...). Finally, he unveiledhis project on January 10. And everything suddenly accelerated. Theintersyndicale very quickly succeeded in imposing its counter-speech;the first day of the strike, January 19, went well, with a tidal wave inthe street; the " battle of opinion " has been won.Daniel MaunouryThis first date was therefore an unexpected success because, withinSolidaires itself, most of the member structures had waited untilJanuary 10 to begin the work of expertise and mobilization. Several hadnot even considered it useful to produce, for the strike of January 19,a specific leaflet which would have detailed the effects of the reformin their sector. In sectors with compulsory notice, some SUD unions (butalso CGT) had not even filed a strike notice for the first days ofmobilization. Which, paradoxically, did not prevent some of theirleaders from co-signing a Trotskyist column for the general strike inthe JDD of January 29, 2023. Radical posture and practical inconsistency...The role of Solidaires in the fightSometimes accused of followership within the inter-union, Solidaires hasnevertheless managed to make it adopt elements (also defended by certainCGT unions, but never by the confederation). We can cite: - thenecessary self-organization of the strikers, with decision-making GAs,from January 19; - the possibility for the unions of struggle to gofurther than the inter-union, by building the renewable strike fromMarch 7, and the feminist strike from March 8; - the call for economicblockages and outright actions; - the refusal of an all-encompassingcondemnation of "violence" which would have put police violence andtrash fires on the same level; - the refusal of an overly easy return tothe "abnormal", with casseroles and the " hundred days of zbeul ".However, as in 2019-2020, when the planets were aligned, Solidaireshardly succeeded, apart from the SNCF, in pressing for a generalizationof the strike from March 7. Here again, several structures adhering toSolidaires, but even more local teams, did not try to create the minimumconditions (leaflets, tours, GA...) to extend the strike. Often, theseteams approved of this mode of action in theory, but in practice judgedit " not possible here ", with the recurring idea that it was simplerelsewhere, even that, in such and such a sector, the strike was useless.This proves the importance of the work of conviction, of preparationupstream, so that the union teams in the field do not become discouragedas the battle approaches, and at least try to offer the renewable byorganizing GAs.For the unity of action of the unions of struggleWhat is notable is that employees have dared to go on strike for thefirst time in many companies that are union deserts. This is anopportunity for Solidaires to set up union teams there. We must look inour unions for activists to give time to this: to make Solidaires knownin the deserts. It is urgent to establish the organization because, withonly 110,000 union members and 4.38% of the vote at theinterprofessional level, Solidaires cannot claim, on its own, toinstigate a general strike. It needs to forge alliances, such as theCGT-FSU-Solidaires axis which has asserted itself for several years. Thediscussions on the unity of action of the militant unionism - not evenspeaking of unification at this stage - must therefore continue. Theinterest of the broad inter-union is that it has made it possible toalign all the unions, even the most co-managers, against the64-year-olds, and to succeed 14 days of inter-professional strike. Thequestion of its maintenance over time and on other subjects is posed,but this will only be fruitful if the struggle unions weigh in on itsorientations.
