At the time when the Second Congress of the Libertarian Communist Union
is being held, Palestine is still in the grip of a mass killing,
unprecedented in the history of the Israeli-Palestinian conflict. The
UCL demands an end to the bombings, an end to apartheid, colonialism,
and respect for the rights of the Palestinian people. ---- On October 7,
1,400 people, men, women, children, mainly Jews but also Arabs or Asian
immigrants, were murdered indiscriminately. These atrocities stunned
Israel and shocked the rest of the world. However, this explosion of
blind vengeance came as no surprise to anyone aware of the hellish
living conditions in the Gaza Strip, the heights of frustration,
exasperation and resentment accumulated over generations.

The roots of October 7

For more than a century, the Palestinian people have suffered
dispossession, exile, occupation and colonialism. Since 2007, the Gaza
Strip has been transformed into a prison, even an open-air tomb, from
which all hope has disappeared.

On October 7, 2023, thousands of Palestinians crossed the Wall as part
of a military operation carried out jointly by Hamas, Islamic Jihad, the
PFLP and the FDLP. It would therefore be wrong to explain the October 7
attack solely by the religious fanaticism of Hamas. Even if the Israeli
army achieved its objective of "destroying Hamas", a new resistance
would resurface, generated by the revolt and despair of an entire people.

A "serious risk of genocide"

This is why Israel's bloody retaliations will go nowhere. This is a
collective punishment whose cruelty arouses indignation. The Israeli
government wants to carry out ethnic cleansing. But with Egypt refusing
to open its border, Tel Aviv opted for destruction and carnage: 10,000
people killed in one month, to which must be added 120 people murdered
in the West Bank by soldiers or settlers. In the Gaza Strip, the
concentration of imprisoned, starving and shelled populations is such
that a UN committee of experts warned on November 2 of a "serious risk
of genocide".

International responsibilities

But the attack of October 7 is also the result of an abandonment of the
Palestinian cause on all sides. The feeling that every other way out is
blocked. International law and the UN have always been powerless. The
United States, France and the United Kingdom, in a logic of "clash of
civilizations", have stopped mimicking impartiality, and have aligned
themselves more and more openly with Israel. Most Arab states, just as
criminal, have chosen business and normalization with Tel Aviv. Within
Israel itself, pacifists and anti-colonialists allied to Palestine lost
ground, while the far right rose and came to power.

Within the Palestine solidarity movement, UCL:

- calls for an immediate ceasefire, the release of hundreds of Israeli
hostages and thousands of Palestinian prisoners;

- condemns any essentializing instrumentalization of the conflict and
the violence that results from it, and reaffirms the need to fight
against Islamophobia and anti-Semitism wherever they are found;

- denounces the criminalization of the solidarity movement with
Palestine and the banning of demonstrations by the French government,
demands the dropping of proceedings against the NPA for "apology of
terrorism";

- reaffirms its support for the resistance of the Palestinian people,
Israeli anti-colonists, and the right of return of refugees;

- calls for engagement in the Boycott-Divestment-Sanctions campaign to
force Israel to put an end to apartheid and colonization;

- calls for blocking arms deliveries to Israel, including through strikes;

- reaffirms its confidence in a political solution which, even if in
stages, can only lead to a single, secular, democratic country, that is
to say based on the equal rights of all its inhabitants ·es, whether
they are Jews, Arabs or others. Without this alternative to
ethno-nationalism, the majority of the Israeli population will remain
convinced that its only perspective is a warlike and colonial headlong
rush to the detriment of the Palestinian people.
