Tightened in the meshes of an unfair and inconsistent financial law,pressured by the incursions of Russian comedians, by the manyinabilities and inefficiencies, the Meloni government resorts tofuturist creativity, to get out of the impasse and prepare for theEuropean elections, playing the "Albanian card" . When you hear aboutthe agreement for the relocation of migrants to Albania, at first glanceyou think it's a joke, but we are wary of simplifications and believethat the issue is much more complex: but let's proceed in order.It is a fact that the financial law prepared by the Meloni governmentreduces resources for healthcare (if you look at the allocation net ofinflation), penalizes schools, lowers pensions and at the same timeworsens Fornero, it does not help families burdened by mortgages, has nohousing policy and favors tax evaders, so much so that 14% of taxpayerscover 2/3 of the taxes and more than 50% of taxpayers evade.While all this is happening, complete silence has fallen on theimplementation of the PNRR: traces of the projects have been lost, thereis no verification of the execution times, no idea about the reforms andconditions necessary to consent to the implementation of the plan;important projects such as that of the redevelopment of the suburbs andhelp to local authorities disappear, even if foreseen, covered by thestatement that they will be financed with other resources which it isnot known what they will be and when they will be available. All thishappens while the country is falling apart, floods and hydrogeologicalinstability devastate the country, without any compensation reachingthose who have suffered the damage.Meanwhile, Germany's entry into recession and the increase in GDP fornext year tending towards zero in Italy suggest, given the relationshipof dependence between the Italian economy and the German economy, thatthe recession is rapidly approaching, even for Italy, despite the factthat the energy policies implemented have led to the belief that thesystem is substantially stable. The problem is that international tradeis in crisis, held back by wars, and the Italian economy, which is amanufacturing and processing economy, will inevitably enter into crisisdue to lack of orders and theunderstanding the markets.It would be necessary to have the honesty to say, clearly, that withoutthe end of the wars not only Italy, but the entire European economy isdestined to become impoverished, because the ongoing war, especially theone in Ukraine, is a war against the European Union, led by GreatBritain and the United States, before Russia. If only for these reasons,Italy should stop all aid to Kiev and ask for peace. It would then benecessary to add that this economic conflict within the West leaves roomand opens the way for the progress of a circular economy, an alternativearound the Brics, which aspires to replace the centrality of Westerneconomies and above all to contrast them at the level of monetarypolicies, of exchange rates and therefore on the financial level.A weapon of mass distractionTo divert attention from all this, the government invents a "creative"solution for immigration and announces that it has concluded anagreement, so far kept secret, with the Albanian leader Rama for therelocation to Albania in two identification and detention centers forthen proceed with the expulsion. This is a memorandum of agreementsigned by the two prime ministers, in 14 points, to be articulated at anoperational level. From what we understand, the Italian Navy ships thatrescue the migrants at sea should transport them to the Albanian port ofShengjin, from which they would be transferred to the town of Gjadër fora maximum period of three months, after which, either they are expelled,or they return to Italy. The measure seems to exclude pregnant women,children and the sick. All procedures relating to identification and thepossible granting of asylum would be carried out in the Gjadër detentioncentre.Announcement effect and European electionsAlthough effective, the initiative is evidently aimed at the deadline ofthe European elections: the government needs, due to its failedimmigration policy and the failure to implement promises relating to thelegendary naval blockade, to demonstrate that it is doing something,given that this year migrants are hovering around 160,000 and that theinitiative to sign an agreement with Tunisia has had no effect onslowing down the flow of immigrants. Relocating arrivals to Albaniashould serve as a deterrent, convincing migrants not to leave or atleast not to choose Italy as a transit route towards other Europeancountries. Those who think this do not consider that it is possible toescape from a possible detention camp in Albania anyway and from therereach Europe no more and no less than what many Albanians do, who, beingnon-EU citizens, migrate in large numbers, clandestinely, to thecountries of 'Europe, the proof is that the migrants that Sunak wouldlike to send to Rwanda are largely Albanian!But that's not all, the operation is still full of problems, we'll justmention a few:The number of people hosted in the structure cannot exceed 3,000 at thesame time (a small number compared to the total number of migrants).Even if we take into account the turnover foreseen by the government,however conditioned by compliance with the times of the hypothesizedprocedures, the structure with a total turnover of one month could notaccommodate more than 30,000 migrants per year. It is worth highlightingthe cost of transport to and from Italy and the complexity of theprocedures.The host structure must be built, the related legal services, custodyand logistics services, etc. must be organized. One wonders what thereal cost is, which no one is able to hypothesize today, of constructionbut also of management. From a legal point of view, the movement of people from Italianterritory (ships) to the territory of another country, but subject toItalian jurisdiction, creates problems of international law, respect forhuman rights, possible violations of international norms and in any caselegal nature, relating to migrants' appeals against the measuresadopted, to the undoubtedly high costs of their protection, to the factthat people subjected to administrative measures would be deprived oftheir freedom. It's as if the Italian government was preparing to createa new open-air prison like Gaza!On feasibilityThe other considerations to be made would be infinite, so one wondersonce again the reason for the initiative and perhaps analyzing thereasons is more interesting than the initiative itself. First of all,the location chosen must be taken into account: nothing is random in thechoice of fascists in government.Although they declare that they want to follow the imagination of theFuturists, they are actually nostalgic. The horizon of Italiancolonialism is narrow and unimaginative, so much so that its points ofreference were Africa, with Abyssinia, Libya and Ethiopia, as well asAlbania.
