itself as secular, but confessionally and ethnically characterized.

For this pattern of relations to work, Israel chose to focus on
deterrence, consisting of what Mosche Dayan called "the mad dog
strategy": maintaining constant military superiority and making Israel's
enemies pay harshly for any attack on its security and its interests,
never seeking equal dialogue. This was the case during the Six Day War
and then the pattern was repeated with the Yom Kippur War, during the
many intifadas and clashes with the Lebanese Hezbollah militias.

But Israel's main enemies undoubtedly remained the Palestinians who
became "internal enemies" with the Yom Kippur War (1973) which allowed
the extension of Israel's jurisdiction over Gaza and the West Bank as
well as East Jerusalem.

Since then, Israel has subjected these territories to its control,
making Gaza an open-air prison and the West Bank a territory formally
governed by the Palestinian National Authority, but which is in fact
occupied and from which Israeli settlers are taking away increasing

making the existence of a homogeneous Palestinian territory on which to
