Objective aimed at saturating the labor market to put pressure on wages and provide employers with precarious employees. This new stage involves three essential processes: subordination to employers, privatization of support, criminalization of the unemployed. ---- Medef dreamed of it, Emmanuel Macron did it: the public service is undergoing a new transformation to put itself at the exclusive service of employers. France Travail is the culmination of a reflection begun in 2022, in the wake of Macron's new five-year term. We remember that already at the time, the CFDT, the bosses' favorite union, welcomed the government's will and project. A preliminary report was made public in April 2023 and a bill "for full employment" was then submitted to parliamentarians to be finally adopted on November 14. Saturate the market with precarious employees The whole thing consists mainly of a new look for existing actors: mixed governance between the State, social partners and regional and departmental authorities, operators with Pôle emploi which becomes France Travail, France Travail jeunesse (formerly local missions) and France Travail handicap (formerly Cap emploi) and the partners who bring together private and public operators, joint organizations and associations. But it is necessary to remember that France Travail is part of the government's "full employment objective", also formalized in September 2022, which brings together the various reforms of unemployment insurance, pensions, Pôle emploi, learning and support for RSA recipients. We better understand the internal coherence of the project: putting all these beautiful people back to work by breaking social conquests and providing the employers according to their needs. The Full Employment Objective is to saturate the labor market with precarious employees. The priority concerns the so-called sectors in tension, those in which there is unmet demand from employers. By saturating these sectors and putting employees, the unemployed without compensation, students in apprenticeships and seniors deprived of their pension into competition, we are organizing the sabotage of salary negotiations that would have been possible due to the shortage of workers. -work! Because its sectors - construction, catering, handling, personal service, etc. - almost systematically offer particularly poor salary and working conditions. The Full Employment Objective therefore amounts to making work, employees and the unemployed more precarious in order to impose any job under any conditions in the exclusive interest of the bosses. In this context, France Travail becomes the truncheon of ultraliberal policy allowing the silencing of just wage and union demands. Another concomitant objective is to privatize support for the unemployed. It's an old fad of governments on both the left and the right: entrusting the support of the unemployed "close to employment" to private organizations and maintaining public support for the unemployed "those furthest from employment". Privatize support We no longer talk about efficiency, even if only in the service of employers, but about collusion with bosses. At the time of ANPE, the ancestor of Pôle emploi, several studies had demonstrated without any possible doubt the effectiveness of support provided internally rather than by these famous "private placement operators" (OPP), which had been generalized in 2000, when Nicole Notat, general secretary of the CFDT, co-chaired Unedic! Since then, the management of Pôle emploi has continued to organize the transfer of support activities for the unemployed to the OPP, a transfer regularly punctuated by scandals, the most recent of which - the Ferraci affair - well sums up the less than virtuous interests that exist behind this process. Behind the broad phrases of the law's alleged objectives, many elements remain to be clarified! All unemployed people - unemployed, young people, RSA recipients, disabled - will be required to register with France Travail which will then direct them to the "most suitable" operators. It is to be feared that behind this obligation and the inflation of registered people, we will finally end up devoting public resources to supporting the most precarious in order to transfer all the others to the OPPs... What a juicy deal! Strengthening sanctions Who says baton, says beating: an essential objective of the new structure will be to formalize the coercive aspect of the employer employment service. The personalized project for access to employment leaves room for a reciprocal commitment contract. Of course, unemployment benefit or RSA may be temporarily suspended, in whole or in part, or even permanently deleted when the beneficiary refuses without legitimate reason to respect his employment contract: hear if he refuses an unworthy job or if he renounces unnecessary and humiliating support and procedures. The 2018 decree already formalized the criminalization and judicialization of the unemployed by inventing progressive sentences, a staggering of sanctions in the event of repeat offenses and a probationary period of two years from the first sanction. And the double punishment with the definitive suppression of rights during a sanction, whereas previously they were "only" suspended. Since this decree, the "job search control" (CRE) services have continued to develop, further weakening the staff dedicated to supporting the unemployed, already largely structurally understaffed. since the creation of Pôle emploi in 2008. France Travail now has a new boss: Thibaut Guilluy, former High Commissioner for Employment and Business Engagement who oversaw the development of the new structure. There is no doubt that this former HEC student with teeth that scratch the floor will know how to invest all his energy in implementing the Holy Trinity at the heart of France Travail: subordination to employers, privatization of support, criminalization of the unemployed. Concerning the financing of the new structure, you should know that Pôle emploi was already two-thirds financed by Unédic. Let us remember that Unédic, based on the Social Security model, was a structure managed by trade unions and employers' organizations, supplemented by social contributions and then paying unemployment benefits. It is a structure deemed archaic by political power that must be dismantled in order to transfer its prerogatives within the state apparatus. Macron is actively working on this. He had already eliminated employee contributions in 2019 to replace them with the CSG, a disguised tax. Since the same year, it has imposed frameworks on the social partners that are impossible to respect in order to be able to replace them and reform compensation for the unemployed by decree. The government's new framework letter requires Unédic to increase its contribution from 11 to 13%, as well as an additional contribution of 2 billion on 2024 surpluses and 2 billion on 2026 surpluses. It is a real hold-up which requires Unedic to increase its debt on the financial markets. It is also a real war tactic that kills three birds with one stone: by drying up Unédic's revenues, the State withdraws from financing France Travail, endangering Unédic's financial balance, thus discrediting the structure while justifying new reforms of compensation to the disadvantage of the unemployed! A solution: work less to work all If the government really wanted to fight unemployment, it would start by reducing working hours. Many economists seek to assess the number of potential jobs that a further reduction in working hours to 32 hours could generate. Depending on the studies, we expect between two and four million!
