Let us remember thatUnédic, based on the Social Security model, was a structure managed bytrade unions and employers' organizations, supplemented by socialcontributions and then paying unemployment benefits. It is a structuredeemed archaic by political power that must be dismantled in order totransfer its prerogatives within the state apparatus. Macron is activelyworking on this. He had already eliminated employee contributions in2019 to replace them with the CSG, a disguised tax. Since the same year,it has imposed frameworks on the social partners that are impossible torespect in order to be able to replace them and reform compensation forthe unemployed by decree. The government's new framework letter requiresUnédic to increase its contribution from 11 to 13%, as well as anadditional contribution of 2 billion on 2024 surpluses and 2 billion on2026 surpluses.It is a real hold-up which requires Unedic to increase its debt on thefinancial markets. It is also a real war tactic that kills three birdswith one stone: by drying up Unédic's revenues, the State withdraws fromfinancing France Travail, endangering Unédic's financial balance, thusdiscrediting the structure while justifying new reforms of compensationto the disadvantage of the unemployed!A solution: work less to work allIf the government really wanted to fight unemployment, it would start byreducing working hours. Many economists seek to assess the number ofpotential jobs that a further reduction in working hours to 32 hourscould generate. Depending on the studies, we expect between two and fourmillion!
