The regional elections in Emilia Romagna and Umbria deserve some
considerations that go beyond the mere news and concern the structural
management structures of the two regions. The victory of the center-left
in Emilia Romagna, even if it seems obvious compared to the predictions
of the eve, responds to a pattern of consolidated relationships between
Emilia and Romagna. The elected candidate is the result of the
alternation between these two areas of the region: the respect of this
balanced representation of the two segments of the ruling class, rooted
in the territory, represents one of the elements of strength of the
electoral management, but it is also an indicator of the structural and
consolidated management structures of power. And in fact if De Pascale
is from Ravenna, Bonaccini was from Modena and Errani President before
him, once again, from Ravenna. The scrupulous observance of this
mechanism is an indication of the fact that there is a consolidated
ruling class in the region that operates in relation to well-defined and
stable interest groups, which on the one hand constitutes a straitjacket
imposed on the region, on the other hand allows that political and
administrative stability regardless, which guarantees continuity and
stability and represents the strength of the Emilia Romagna government
model.
The right has never understood anything about the productive fabric, nor
about the government structures, nor about the structure of the
territory that characterize this region and has always fought battles
for ideological alignments, based on the false belief that the choices
of the electorate of Emilia Romagna depend on the ideological
positioning of its population, while this is only partly true, because
without the added value constituted by the presence of a strong
administrative-clientele-managerial structure, the ideological
affiliation and the ideal choices that also exist in the electorate of
Emilia Romagna would not be enough to guarantee prevalence over the
right-wing component.
These structural considerations do not detract from the fact that the
political orientations of the majority of the region's inhabitants are
characterized by a cultural openness, a system of interpersonal
relationships, a particular sensitivity and openness towards civil
rights and in general the rights of the person that are largely the
majority in the region, even if there remain some islands made up in
part by the inhabitants of the Apennine range and by part of the
inhabitants of two cities, Forlì and Ferrara, which due to their
particular history and to being equipped with a local ruling class that
is foreign to the regional political balance and has always been
marginalized, are oriented towards right-wing positions and this also
for reasons and composition of the class structure and of those who live
in the territory. That part of the voters who went to vote showed that
they appreciate the regional commitment in the management of the health
service that up to now, despite the progressive reduction of the
resources made available by the State, has managed to guarantee the
service. This is the reason why the opposition candidate's criticism of
the regional management of the health service and her propaganda,
especially on the proposal to allow members of the pro-life movement to
enter the clinics, appeared to be the result of a biased ideological
choice, which turns out to be punitive for women.
Even if voter participation fell to 46.42%, this figure, which marks the
progressive conformity of the regional electorate to that of the entire
country, should be worrying. Looking at the votes received by the
left-wing coalition, it is clear that the PD, together with the Greens
and the Left, are self-sufficient and the inconsistency of the 5 Star
Movement is demonstrated once again, demonstrating how hegemony is built
and the majority of consensus is won, which, to be achieved, requires
effective and real roots in the territory, also made up, it is good to
admit, of power relations that are sometimes even clientelistic.
Umbria also on the center left
The victory in Umbria of the center left candidate Donatella Proietti is
the result of two converging causes: the discredit of the former
President Tesei, implicated in unclear events, saved by the government
that suppressed the crime, but this time sanctioned by the popular vote
and the lack of effect of the right-wing alliance with the controversial
mayor of Terni.
The contribution of votes of this shady character should have made the
difference between the two coalitions but led to an increase of just 25%
of consensus but at the same time produced a broad dissent in the party
of the prime minister which recorded a significant decline. However, the
contestability of the region has stimulated voter turnout which
nevertheless remains low and should induce the political forces to
reflect on the relationship with the electorate and on the democratic
stability of the system of representation.
The severe judgment of the Umbrian voters on the work of the previous
management of the region is due to the failed management of the regional
health service reduced to miserable conditions and the growing crisis of
the school system in the region increasingly in the hands of private
individuals who make it an opportunity for business and speculation,
while public education is left without resources. What has happened
should induce the parties of the left to reflect on the programs and to
rediscover the concreteness of the issues closest to the needs of the
population, ranging from the protection of the territory and its safety,
to work and employment, to a labor legislation that allows for
management of the labor market, providing and receiving salaries
adequate to needs at the cost of living, to constant attention to the
provision of services that constitute that portion of indirect salary
essential for a dignified life.
Even in Umbria the 5 Star Movement at 4 confirms that it has been
reduced to the size of a bush comparable to those that crowd the center,
decisively scaling down the ambitions and interdictory capabilities of
the party leader.
