as the government has foreseen a sharp reduction in resources for the
National Health Service, today at just over 6% of GDP, which will reach
the lowest level ever recorded in relation to the national GDP in 2027,
equal to 5.91%.
On the Social Security side, any mention of overcoming the Fornero law
has not only completely disappeared, but in fact it has worsened, thus
arriving with the    restrictions of the various options such as quota
103    or the women's option, the extension of the period of permanence
in work up to 70 years, even if for now only voluntary and    confirming
the inequity of the equalization of pensions not revalued at 100% but
reduced proportionally to the pension amount.
The only sector that is seeing an unprecedented increase in resources is
military spending: with approximately 35 billion euros between now and
2039, testifying to the total conversion of our economy into a war economy.
Faced with such a scenario, November 29 must become the first initiative
of a long and tenacious battle against the Meloni government and against
private employers.
The balance of power in favor of our class will change only and
exclusively if we manage to win on a few fundamental terrains.
It is unthinkable to climb back up the slope of these last 40 years of
political and trade union history by stubbornly and foolishly proposing
a concertative policy,
in the illusion of a preventive consultation between the social parties,
depriving ourselves of the only real available force that we have as a
workers' movement: the generalized struggle, conflict, solidarity and
mass participation.
The policy of abandoning any transformative and social horizon, by the
trade unions and the so-called left-wing political forces themselves,
making themselves accomplices and supporters of a social plan that
accepts as unshakeable a mercantile and competitive society, therefore
the capitalist one, has ultimately turned against the same ruling
groups,    placing them outside of every negotiating table
The convening of the trade unions by the Meloni government only after
having already launched the economic maneuver through the PSB
(structural budget plan) is its most evident demonstration.

Following this unfortunate line of conduct, a sort of refusal and
skepticism for the collective struggle, for trade union and political
militancy has increasingly spread among the working masses and the new
generations, allowing the current government to further precarize work,
through the work-related and above all the criminalization of social
conflict through the Ddl 1660 as a further preventive weapon against
future social and political struggles.
Precarization that has favored a further loss of purchasing power of
wages, now established by any institutional and/or employer study
center, also welcomed and favored, since the distant 90s of the last
century, with the convinced support of trade unions and left-wing parties.
Initially defined with the government of Carlo Azeglio Ciampi, in July
1993 with the definitive overcoming of the Salary Escalator after its
elimination the previous year, accepted and desired by the same
secretary of the CGIL Bruno Trentin and the beginning of that
concertative practice that we have stigmatized over and over again, but
more specifically defined through the so-called "Treu Package" (Law no.
196 in 1997) launched by the first Prodi government, with the external
support of Rifondazione Comunista and law no. 30 of 2003 (known as the
"Biagi Law") of the second Prodi government with Massimo D'Alema as vice
president of the Council.
Therefore, it is not surprising that today the so-called progressive
parties and the trade unions themselves are no longer able to represent
the primary needs of the working masses.
A real representation of the workers is exercised if results are
obtained, even if partial, but improving and if one is able to indicate
a real prospect of social change, otherwise the ways for better working
conditions and living conditions in general are expressed only through
the classic individual ways, therefore partial and competitive, at most
corporate or clan or through the classic census fortune acquired or by
birth. Class solidarity and human solidarity in general are not
expressed in need. In poverty, blackmail increases.
For this reason we indicate the need for a single generalized battle on
a few and defined objectives. It is no longer conceivable that each
category advances individual proposals and platforms.
If, as the union leadership groups have finally come to understand,
there is a wage situation that can no longer be postponed and that the
employment situation is destined to worsen to the point of reaffirming
in their documents, albeit timidly, the need for a freeze on layoffs,
the fragmentation of category by category must be overcome and a single
and credible generalized platform must be prepared on which to call
workers and new generations to fight.
