Cisl-Fp and the independent unions Confsal Unsa, Flp and Confintesa Fp,
which together represent the majority of 54.6% of workers in the sector,
have signed the renewal of the CCNL 22-24 Central Functions which
affects 195 thousand employees of ministries, tax agencies, non-economic
public bodies including Inps and Inail. The text, which provides for an
average pay increase of 165 euros for thirteen months, has not been
signed by Fp-Cgil and Uil-Pa and USB . The increase is equal to 5.78% of
the total wages; an increase higher than both the 4.07% of the
three-year period 2019-2021, and the 3.48% of the period 2016-2018, the
signatory organizations pointed out, but for those who refuse to sign
the agreement, the increase does not recover a large part of the
inflation: to compensate for the loss of purchasing power accumulated in
the three-year period 2022-2024, 16 points of increase would have been
necessary.
The willingness to sign by Cosl-Fp, Confsal Unsa, Flp and Confintesa Fp
came suddenly, at the opening of the negotiation meeting, at the request
of the Presidency of ARAN, finding the immediate availability of the
employers' unions, who betrayed the solidarity between the various trade
union forces and the workers in order to please
the counterpart and the government. It became quite clear that a
separate agreement, which had been kept secret until then, had been
reached between the signatory and opposing organizations in support of
the Government's policy.
The breakup of the confederal front has had a positive effect on the
overall relations between the unions because it has marked an
unprecedented convergence of Cgil and Uil with USB that will present
themselves united before the workers to defend the choice to reject the
agreement.
All three non-signatory organizations have denounced the persistence of
a problem of wage inequality even between sectors, and that therefore
interventions are urgently needed to increase the salary scales for
local functions, health, education and research, management sector and
the same central functions.
It is quite clear that Italian public employees are penalized not only
compared to private workers, but also compared to the treatment that
their colleagues receive in Europe: in fact, with equal educational
qualifications, functions and professional qualifications, workers'
salaries in Italy are lower than the European average.
"For these reasons - Fp-Cgil, Uil-Pa and USB have declared - "we insist
on saying that we need to change course with respect to the policies
adopted so far, overcoming the cuts to public services, starting with
education and health. What happened confirms the union reasons for the
general strike of the 29th and shows that the criticism regarding the
fact that it was a political strike is completely unfounded, while the
reasons that led the unions to take to the streets against the
Government are even more strengthened.
The contractual hypothesis that Cisl-FI, Confsal Unsa, Flp and
Confintesa Fp and the employers' counterpart would like to impose on
workers, affects indiscriminately operators, assistants, highly
professional officials of the category.
Suffice it to remember that according to Eurostat, in 2023 the average
gross annual salary in Italy was around 31,000 euros, compared to 44,000
euros in Germany and 39,000 euros in France. just to quote a fact that
is undisputed by everyone. The truth is that the government is afloat
trying to diligently carry out the tasks assigned to it by international
capital with an ordinary and orderly management of public accounts,
imposing sacrifices on workers, strong in the consensus granted to it by
the electorate.
It must be said that the continuation of this inertia, this lack of
initiative even on the part of the opposition, is also revealed to be
contrary to the interests of the bosses, who are beginning to feel the
consequences of the lack of ideas and initiatives on the part of the
government and the damage resulting from an absolute lack of strategy
and prospects for the future.
Returning to the contract, we are faced with decidedly insufficient
amounts that do not exceed an average increase of 160 euros gross per
month on the salary scale for the various qualifications and, what's
more, they are inclusive of any other emolument due. It is true that
these resources will be added to those of 0.22% of the salary for the
supplementary bargaining that will allow to overcome the ceiling of the
additional treatments provided by the Madia law connected to the budget,
but these are still insufficient sums even for the simple recovery of
inflation that do not relaunch domestic demand, as would be necessary,
also in view of the future fiscal and tariff policies that the Trump
administration threatens to adopt.
In the bill that contains the financial law and in the medium-term
budget presented by Italy to the European Union, the resources for the
2025 2027 contract renewals have already been indicated, but if this is
a fact for the unions that signed the agreement to the point of pleasing
the government, we must realistically recognize that it is a functional
promise to allow the government to play on expectations, on the benefits
that will come in the future rather than the fruit of responsible
government action.
Unfortunately, the worrying fact of what is happening is that the
complacency of the yellow and employer unions risks defusing the actions
of struggle of a particularly important sector of public employment
bargaining and, by approving an agreement that will end up acting as a
point of reference for the other sectors,
determines an impoverishment of the overall bargaining capacity of the
unions.
It is no coincidence that Cgil and Uil, who did not sign the contract,
have maintained the deadline of the general strike of December 13,
despite every effort of the signatory unions, compliant with the
government, who have released a note in which they note that between the
current contract renewal and that of the next two years, an
overall increase of 327 euros gross per month for 13 months would be
foreseen, selling as a result an uncertain future event.
The signed contract, from a regulatory perspective, provides for the
extension of the terms for vertical progressions in derogation, to the
measures regarding the conciliation between personal life and work, the
strengthening of protections on agile working, greater attention to the
personal and family situations of workers, as well as rules that
strengthen industrial relations and collective bargaining at the
headquarters level.
Finally, the signatory unions consider it an extremely positive result
to sign the CCNL of public employees in any case, so as not to interrupt
the continuity of contractual renewals - which is also non-existent -
and to be able to immediately start negotiations for the three-year
period 2025-2027. Aware of the fact that having broken the union front
constitutes a political advantage for the government, Cgil and Uil have
pointed out that it was precisely the signatory unions who made politics
by effectively boycotting the actions of struggle implemented with the
mobilization and from which the Cisl
has distanced itself.
Therefore, after the signing of the agreement on November 6, Fp-Cgil,
Uil-Pa and USB asked for a referendum on the contract to be called, in
order to verify the real will of the workers. In order to allow the
widest participation, Fp-Cgil, Uil-Pa and USB are doing everything they
can to extend the consultation times, taking advantage of the Christmas
holidays, to create the conditions for a real discussion on the contents
of the agreement. To this end, on the initiative of Fp-Cgil, Uil-Pa and
USB, leaflets have been drawn up in the form of "Information Pills" to
highlight the shortcomings of the agreement, relating to the management
of holidays with respect to which the new contract attributes greater
powers to the employer; the recovery of hours of absence for employees
over sixty for the performance of visits, therapies, specialist services
or diagnostic tests, which mark a step backwards compared to the old
contracts; the management of the compensation relating to organizational
and professional positions, and any other problem related to the
contractual hypothesis, etc.
The Minister of Public Administration Paolo Zangrillo is satisfied with
what happened, having managed to divide the union delegation and above
all to introduce a division between Cisl and Cgil and Uil and who was
quick to declare that the agreement "responds to the need for a modern
and efficient PA, ever closer to citizens and businesses". Today's
signature - he declared - is the right recognition of the work of our
people", declaring that he believes that the contractual hypothesis
constitutes the right recognition of the rights of workers in the
category and demonstrates the willingness of the Government which, with
a salary increase of 6%, corresponding to 165 gross monthly average, for
the 2025-2024 session, has given "continuity to the contractual renewals
of public employment as had never happened before and with increases
never seen before. And here Zangrillo creates his communicative
masterpiece and, adding up the increases of the last three
rounds of contracts for which he claims the merit as a government, notes
that they are equal to approximately 16% in three rounds”, this to
create a bit of confusion and throw dust in the eyes.
