WORLD WORLDWIDE EUROPE ITALY - news journal UPDATE - (en) Italy, UCADI, #198 - For the alternative (ca, de, it, pt, tr)[machine translation]

The Meloni government is unable to distance itself from its tendency to
imitate the habits and glories of fascism and approves its version of
the "fascist laws". It does so by resorting to a decree law,
interrupting the practice that requires that laws amending the penal
code be voted on as legislative measures by Parliament and not
proceeding with emergency measures. Now the Italian legal system is
enriched with 14 new crimes, punishable by very heavy penalties. The
opposition protests noisily, ostentatiously, but nothing more,
demonstrating once again the ineffectiveness of its action: after all,
the numbers in the chamber are merciless and the opposition is incapable
of mobilizing the streets: it has accumulated great discredit. It is a
fact that the approval of these laws occurs by generating disinterest on
the part of the majority of the country.
Regardless of the balance of power in parliament, this is possible
because the oppositions are discredited, abstention from voting is
increasing, and a minority of citizens have been able to provide the
current majority with the numbers to govern. It is therefore necessary
to investigate the reasons for the discredit of the opposition parties
and the causes of their inability to represent the electorate, their
inadequacy to govern the country.

The reason is clear and well-known, the left-wing parties, or even
simply reformist ones, no longer represent the interests of the
subaltern classes, but are an integral and organic part of the dominant
establishment, part of a jumble of unified interests, those of the
so-called right-thinking people, who claim to interpret the desires and
needs of the country, proposing themselves to the government with
positions and ideas compatible with those who are the class enemies.

Work

Only recently, timidly, are we beginning to tackle, with the referendum,
the liberticidal legislation on work that the left itself wanted in its
time, trying to settle the accounts with a brutal attack on their living
conditions and on a season of struggles that had seen the hopes of
workers and their rights grow. But by taking advantage of this
mobilization, we must move forward for better and higher wages, for a
different organization of work, for a new labor legislation, which takes
into account the introduction of artificial intelligence in production
processes and which allows the expulsion from work of many and the loss
of their possibility of a dignified life to be managed with equity and
without inequalities, also by guaranteeing with solidarity support
tools, this transition phase towards a new structure. Workers cannot be
the ones to pay the costs of restructuring production chains at an
international level, to pay the price of the crisis of the American
empire and the cost of the transition from a unipolar world to a
multipolar world in which the competitive capabilities of many areas of
the world that have until now been exploited with colonial and
plundering techniques emerge forcefully. The left responds to this
attack by accepting the suppression of the citizen's income which, with
all its limitations, represented and constituted a minimum measure of
defense for the weakest segments of the workforce and society. The
battle over the minimum wage is a small fragment of an overall
discussion that must be made regarding the world of work, which above
all needs to be unified. Until the left understands that the presence of
illegal emigration is the black market of labor is an element of
blackmail division of the world of work, it is an element of division
between workers that creates competition, because there will always be a
group that is increasingly poor and increasingly desperate, to the point
of being willing to sell off their work, depressing the labor market to
the lowest levels, until then, it will not seriously address the
problem. The problem of emigration and the management of illegal
migration is central to the strategy of and in the interests of the
working class and must be taken on personally, managed with rationality
and fairness, on the basis of the principle of solidarity. The labor
market must be unified and there cannot and must not exist a difference
in prices and wages between workers with different subjective conditions
and status of rights that gives rise to different salary treatments. The
price of labor must be the same for everyone and the work put on sale at
the same price and under the same conditions because this is the only
way to achieve a fair wage.

Healthcare and solidarity

Access to care is a universal right and must be guaranteed through free
access to the healthcare service that must be improved and supported as
the country's greatest wealth. It must be defended from the increasing
attempts at privatization, from the ever-increasing disservices produced
by the lack of necessary funding, which instead must be increased and
supported by general taxation in relation to GDP growth and relieved
from the burden of inflation. A health service that respects itself and
that is such cannot be separated from a social assistance service and
support for the weakest, the elderly and the disabled, from support
services, including food, for the most disadvantaged parts of the
population, through the creation of collective public canteens, which
help and support the food needs of the most disadvantaged population,
not leaving to private or religious charity, the task of supporting
those most in need. Another of the basic needs to be satisfied is that
of the right to housing, because there is no freedom and dignity if you
do not have a place to live. A housing policy is also the basis for
setting up a series of demographic policies, because it is part of the
fundamental rights to ensure that every new group of people who decide
to live together have the physical and material possibility in which and
with which to realize this project. Without this, any intervention to
support the realization of a life project is illusory and fallacious.

Peace

To realize even just parts of this "minimum program" the left and the
progressive parties would need resources that can only be found through
a policy for peace and radical and absolute rejection of war. This means
the immediate abandonment of any program of economic support and weapons
to belligerents around the world, starting with Ukraine and Gaza or if
you prefer from Gaza to Ukraine, denying the State of Israel any supply
of weapons and any commercial activity, until the genocide of the
Palestinians is over. Not a weapon, not a loan, not a support for the
Ukrainian government, finally abandoning the rhetoric of the aggressor
and the aggressed, and acknowledging that we are faced with two
oligarchic regimes that are disputing territories, massacring two
peoples, in the name of their interest and to divide up the resources to
exploit, and disputes over who should manage and govern the territories
are resolved with the self-determination of the peoples, allowing those
who inhabit the territories to choose forms and ways with which to
govern themselves, without imposing with manipulations and deceptions,
and even less with force, forms of government and forms of State. The
people know well that wars are wanted by the masters who made the
populations fight them and that those truly interested in the conflicts
have always remained in the shadows to fatten thanks to the profits made
from the wars, draining and channeling the enormous resources destined
for rearmament and war, the social costs of a program like the one
described above could be supported. This proposal would be understood
and totally shared by the populations, beyond the political orientations
of each one, we are convinced, and only a residual part of people would
still be willing to continue in this massacre that characterizes the
relationships between peoples today.

The rights of the person

Only once the material conditions are satisfied would it be right to ask
ourselves the problem of giving realization to the rights of the person,
to the aspiration of the rights of each one to the realization of his
own person and this because the individual aspiration to realize each of
us as a person cannot ignore the common good and the realization of the
objective material conditions of general well-being for all. The
hedonistic need to put oneself at the top of needs and to subordinate
the rights and aspirations of everyone else to one's own is typical of a
selfish and violent vision of human relationships that makes
self-interest prevail over social well-being, not realizing that in this
way it creates the conditions for a competitive and violent society that
assigns to the strongest, the richest, the most violent, those who have
no scruples, all the tools to realize their aspirations to the detriment
and disadvantage of others, in reality oppressing them.

A program for governing

That said, before developing more or less abstruse political formulas
such as that of wide or narrow fields, the various Schleins, Contes,
Fratoiannis would do well to draw up a common, clear and unequivocal
program, a platform for common action that constitutes the programmatic
basis of the future government And call their readers to rally around
it: we are convinced that they would receive a very different response
from the one they have received so far.

But to be credible, this operation must be preceded by a cleansing
action, characterized by the dismissal of a class of compromised
politicians and policies that are the expression of the lobbies and
interests that have until now guided Italian and European politics,
especially on the left. This is the most difficult task because these
people are well rooted in the centers of power, they control them and
manage them as they please, they dominate the information, because they
are the collectors of enormous economic and financial interests
interested in profiting from this management of the world.

A program for immediate action

While waiting for the conditions we have set to be created, we cannot
stand still and we must react with a campaign of civil disobedience. It
is therefore necessary that the 14 crimes just introduced or at least a
large part of them, those that have characteristics of more relevant
social aspects, are committed and claimed by all those who fight for the
defense of rights. The existence of heavy penalties and prison cannot be
the reason to give up peaceful protests, traffic interruptions,
non-violent resistance, abuse, the fight against pharaonic and useless
projects passed off as strategies of public interest, we cannot give up
claiming the right to housing. In other words, the fight continues, with
greater risks, with a higher price to pay, highlighting the
contradictions of the new rules with respect to the rule of law, so dear
to those who say they love the liberal state and democracy, calling on
the constitutional judiciary to pronounce.
