INTRODUCTION

LIBERTARIAN SOCIAL THEORY AND THE BRAZILIAN CURRENT

1. This document summarizes the results of a study conducted by our
organization, which aimed to apply the foundations of libertarian
materialism/realism and the libertarian social theory we advocate to
understanding the Brazilian medium-term situation, covering the period
from 1985 to 2024. The foundations of this libertarian
materialism/realism, as well as this libertarian social theory, were
outlined in a previous document, "Our Principles and General Strategy,"
which can be read online and in book form. It contains the theoretical
and methodological foundations of this study.

2. However, before presenting this study, it is important to understand
what it is and what it is not. It is not a study of the structure of
capitalism-statism, nor of the Brazilian social formation, which serve
to inform our general strategy. Nor is it a simple study of the
Brazilian situation, with a short-term approach, that serves to inform
our tactics. At other times, we have dedicated ourselves to such
studies, which are also fundamental and should be considered
complementary to this one. This analysis is a study of the current
situation-which we have defined elsewhere as "a scenario composed of the
set of events[...]that mark everyday social life"-but of the medium-term
situation. It addresses Brazil over the last four decades, attempting to
extrapolate the most immediate interpretations and assess more lasting
trends, which accompany longer-term economic, political, and cultural
cycles.

3. Considering, as Alfredo Errandonea teaches us, that Brazil has always
been inserted into an international system of domination and has
remained a dependent, subordinate, and peripheral country, this analysis
of the medium-term situation is divided into two parts. The first
presents aspects of the international situation, which we consider
relevant to understanding not only the functioning of the contemporary
world but also its impacts on Brazil. The second presents aspects of the
Brazilian situation that we consider relevant to understanding Brazil
between 1985 and 2024. It's important to note that many of the data
presented about the world and Brazil are large averages; and we mustn't
forget that these averages often hide immense class, national, and
regional inequalities. Since this is not an academic work, we chose not
to cite the many sources we used. Besides being an activist study, doing
so would take up a significant amount of space in an already extensive
body of material. Hundreds of books, academic studies, journalistic
articles, and institutional reports were used. The numerous data
presented were taken from this material, from international databases
and studies (such as the World Bank, IMF, UN, OECD, Oxfam, etc.) and
national databases (IBGE, IPEA, ILAESE, DIEESE, etc.).

THREE PERIODS IN GLOBAL POWER RELATIONS

4. Observing the entire international reality, a central aspect of the
situation between 1985 and 2024 concerns the scenarios that resulted
from the global power relations established between the great national
powers in those years. Initially, extending into the 1990s, the world
witnessed the final years of the Cold War and the consequent
bipolarization between the United States (US) and the Soviet Union
(USSR). However, due to the crisis that struck the so-called socialist
bloc-the most important milestone of which was the end of the USSR in
1991 (and, to a lesser extent, the fall of the Berlin Wall in 1989)-the
world entered a second period, the longest lasting in the years
analyzed, of absolute and unipolar US hegemony. As a result, US
imperialism expanded globally, economically, politically, and
culturally. However, due to the constant shift in reality, it has become
increasingly evident in recent years that the world has entered a third
period, characterized by the emergence of China's international social
power and, along with it, the resurgence of Russia and, to some extent,
the global South. Almost all major recent international events are
related to or directly explained by the US reaction to this loss of
global power.
