fundamental rights of migrants. Its objective is to engrave in stone and
radicalize arbitrary and repressive prefectural practices: systematization of
obligations to leave French territory (OQTF) and bans on returning to French
territory (IRTF), following the instructions already taken to increase house
arrest and the number of administrative detention centers and premises.

The project is deliberately part of a utilitarian and repressive vision as
evidenced by the obsession with expulsions and the registration of undocumented
migrants in the file of wanted persons. Migrants are dehumanized and considered
only as potential workers, who are only entitled to precarious regularization
proposals, limited to so-called "short-term" jobs.

While dematerialization deprives many foreigners of access to residence, the
right of residence and the right to asylum will be even more restricted. The
project provides means to prevent access or stay on the territory, instead of
using them to welcome with dignity those who flee war, persecution, misery or the
consequences of climate change... Rights are more and more flouted

The rights protected by international conventions are increasingly flouted
(asylum, right to live with the family, reception of women and LGBTIA+ people who
are victims of violence, etc.), including those of children (confinement,
non-respect of the presumption of minority , parental separation, etc.). The
rights of foreigners are increasingly precarious.

We call for mobilization against this reform which, if adopted, would further
accentuate the fact that foreigners in France are considered a second-class
population, deprived of rights, precarious and subject to the arbitrariness of
employers, the administration and power.

It is the responsibility of our organizations, associations, collectives and
unions to react. We are calling for the widest possible mobilization throughout
the country in the coming weeks. We call for mobilization in front of all
prefectures on February 1, and during the month of February in front of
administrative detention centres. We are preparing a national mobilization at the
beginning of March.
