WORLD WORLDWIDE FRANCE - news journal UPDATE - (en) France, OCL CA #338 - Fishing ecology, Manifesto for truly sustainable fishing Didier Gascuel (ca, de, fr, it, pt, tr)[machine translation]

Didier Gascuel is a Rennes academic specializing in marine ecology,
working mainly on the impacts of fishing and climate change on the
marine environment. This short book is his third on the theme of
sustainable fishing. So why highlight this little essay in Courant
Alternatif? At first glance, not much, especially since the author,
probably close to the eco-reformists, takes the opportunity to tell us
that good European fisheries policies depend on the "good vote"! Let's
also look at the heaviness of certain terms used, like the one invented
for the occasion and used in the title: "fishing ecology". So yes,
despite these few details, this book is still of interest for several
reasons.

On the one hand, the profession of fishermen is extremely criticized
even though it is little known by a large majority of the population.
Thus, the left in the broad sense only very rarely risks taking the side
of this profession, often labeled as reactionary and "dolphin killer".
However, there is not "one profession" of fishing, but "several
professions". Indeed, without going into the caricature of "good and bad
fishermen", there are in fact several types of fishing, from the
industrial trawler, to the small coastal troller alone on his boat,
including the scallop dredger. Each of its professions has its
specificities, different impacts on the country's economy, impacts at
various scales on resources and varied influences in political spheres
(1). It is indeed difficult to navigate for the uninitiated, and it is
therefore simpler to reduce it to a whole: sailors who take a natural
resource. Faced with this overall lack of knowledge in society, it is
very appreciable to read a clear, structured and educational speech on
the subject. Didier Gascuel is a defender of small-scale fishing, whose
impact on the environment linked to its activity remains almost
anecdotal compared to its industrial competitor. It shows through "A+B"
how this profession which generally offers a quality product suffers
from industrialization, European and national decisions as well as
environmental changes. There is currently very little substantive text
dealing with the issues inherent to the life of fishermen, which is what
the author does in this book.

On the other hand, while the profession is undergoing yet another
fishing crisis, linked to the fleet exit plan led by Hervé Berville (2),
Minister of the Sea, in February 2023, added to the increase in price
fuel and the highly publicized closure of the Bay of Biscay to fishing
to limit accidental captures of marine mammals, it is very appreciable
to discover a text setting the record straight on the subject of public
policies in terms of resource preservation , the future of the
profession and political-industrial collusions within producer
organizations.
