On May 6, 2021, the police forces of the state of Rio de Janeiro carried out the
biggest massacre in the history of the state capital, with the execution of 28residents of the Jacarezinho favela, located in the North Zone. ---- History ofJacarezinho, from the quilombo to the resistance against the dictatorship ----The Jacarezinho favela, like many others, has its origins in quilombos during theslavery period. In the 1930s, the region underwent a process ofindustrialization, in addition to the Concórdia and Fábrica Unida de Tecidosfactories, new industries were installed: Cruzeiro, General Electric and Cisper. At the beginning of the 1960s, there was a new industrial growth, with theprogram of the Industrial Complex of Jacaré.During the Business-Military Dictatorship of 1964, the Jacarezinho favelareceived the nickname "Moscouzinho", as the community had a strong presence ofmilitants and political organizations of resistance to the dictatorial regime. In the so-called period of "redemocratization", in the 1980s, in addition to astrong Residents Association, the community had many active unions, promotingpolitical debates and demands for better wages and living conditions.Act at Plácio Guanabara, February 16, 2022. Many companiesclosed and the Jacarezinho favela region begins a process ofde-industrialization. On the other hand, the neoliberal period is alsocharacterized by the increase in State violence against the black, poor andfavela-dwelling people. It was in 1992 that the Collor de Mello governmentpromoted the occupation of the streets of Rio de Janeiro by the armed forces. In1994, under the Itamar Franco government, Operação Rio was carried out, placingmore soldiers and tanks around the favelas.Neoliberal policies and repressive actions with the use of the Armed Forcescoincide with the advance of State Terrorism, promoting the genocide of theblack, poor and favela people through summary executions, disappearances andmassacres. In 1990, the Acari Massacre took place, 11 young people were murdered. In 1993,the Vigário Geral massacre, in the North Zone of Rio, killed 21 residents of thecommunity. In the same year, the Candelaria massacre took place, when 8 streetchildren were executed. In 1998, 4 young people were executed by police officerswho were doing security work, an episode known as the Maracanã Chancia. In 2005,the Baixada Fluminense massacre took place, the largest in history with 30deaths. These massacres were promoted by death squads made up of police andmilitary personnel. As of the 2000s, massacres in Rio de Janeiro ceased to be a predominant practiceof death squads and were definitively incorporated into the operations of thestate's police and military forces.During the 2007 Pan American Games, the National Force, founded under the Lulagovernment, executed 19 residents of Complexo do Alemão. In the context of thepopular protests of 2013, a BOPE operation executed 10 residents of the Maréfavela. On February 8, 2019, 13 young people were murdered in Morro doFallet-Fogueteiro in a joint operation between BOPE and the Military Police ShockBattalion.Act in memory of the victims of the Jacarezinho Massacre, May 6, 20223. The Jacarezinho MassacreGovernor Claudio Castro has in the terrorist policies against the black, poor andfavela people his main platform for reelection. Therefore, even with the Justicehaving prohibited police operations in the communities during the pandemic, thestate government launched the police operation "Exceptis" of the SpecialResources Coordination (Core) of the civil police. The result was the biggestmassacre in the City of Rio de Janeiro, with 28 residents executed.Among the victims of the massacre were: Jonas do Carmo Santos, 31 years old, bricklayer's helper, Jonathan Araújo da Silva, 18 years old, market delivery man,Francisco Fabio Dias Araújo Chaves, 25 years old, app delivery man, MarlonSantana de Araújo, 32 years old, taxi driver. Families and witnesses denounce theexecutions.Despite the protests, the Castro government continued, and continues, with itsgenocidal policy. On November 22, in the community of Salgueiro, in São Gonçalo,in the metropolitan region, an operation by the Military Police and the BOPEexecuted 10 residents and threw their bodies into a mangrove swamp.4.
