transnational liberalization of production chains, accompanied by trade
agreements that stimulated the movement of goods (WTO), ended with the
2008 global crisis. This deglobalization was highlighted in 2016 by the
rise of anti-EU neoconservatism, Brexit, and the first election of The
Donald, both of which promoted systemic changes to constitutional
democracies. Today, fears of a rift between economic liberalism and
political democracy, between personal freedom and political power,
suggest a new totalitarianism.
A market economy has emerged, diversified by geopolitical area and
nation. Trump's second presidency has promoted this with the creation,
under the EU's control, of trade blocs, tariff increases, limitations on
technology exports, import bans, and financial sanctions: coercion
becomes an economic and political tool that defines the balance of power
and domination over both vassal and adversarial national economies, as
they suffer the expropriation of wealth to subsidize domestic producers
who benefit from the abolition of welfare, tax cuts, deregulation and
privatization, and the unrestrained exploitation of natural resources.
International mercantilism and national liberalism require the state to
guarantee control of the workforce and popular adherence to a voluntary
servitude of hierarchy: the achieved de-statization of the economy is
accompanied by the authoritarian state of a punitive society,
perpetually at war with external enemies (competing economies and
markets, for colonial access to the planet's resources, migration) and
internal enemies (the invisible, the refractory, the "different");
choices justified by the defense of sovereignty and identity in a West
presented as under attack; a new regime of endless war that relies on
the ideological persuasion of security terrorism where everyone
subjectively perceives their economic (loss of income) and social (the
current thugs, border invaders) security as being at risk, and
experiences the resulting repression that abolishes the law as natural;
A global state of emergency where Freedom, no longer a universal
principle harbinger of Equality, is now an ideological and selfish
weapon evoking a supposedly lost primacy and power, against every
"minority" and "enemy at the gates." It would therefore be up to
policies of criminalization and rearmament to address the structural
weaknesses of the economy and social unrest. This is the
rhetorical-pathetic narrative of a hyper-reality propagated by the
regime media, made up of pseudo-emotional truths that consolidate new
identities through exclusion. Both Trump and Meloni stand out for their
persecution of investigative journalism and the alignment they demand
from the media. In the decision-making, executive state, it is the
autocrat in command who unilaterally promotes policies and
interventions, thanks to the ability to undermine the parliamentarianism
and representativeness of bourgeois democracy through the instruments of
democracy itself, for example, with decree laws (Meloni) or presidential
decrees and orders (Trump). Authority is concentrated in a single
person, the synthesis and pinnacle of the state, guarantor of the unity
of the people and capable of guiding them along the right path of
Western values. The rule of law, the product of the system of
representation of social bodies and the pressure of class struggles,
where authority was not delegated to individuals but to norms, is
abolished. But capitalism itself no longer needs rules since it has
become the sole form of human relations: "making the USA and the West
great again" is the neo-imperialist rhetoric of Trump and those nations
under American rule, united by the distinctive characteristics of
selfishness, cruelty, and repression, declared enemies of equality,
supporters of the superiority of the "white race" and its religion.
In the current phase of economic stagnation in European countries and
the United States, it should be remembered that Trump's predatory
policies toward both allies and subjects as well as third countries
(tariffs and agreements on rare earths, maritime and Arctic
geo-exploration, energy and military supply agreements) reflect a new
period of primitive accumulation. Once new economic and political power
relations based on force have been established-thus who commands and who
obeys-trade treaties and legal and institutional bodies can be rewritten
based on the newly created New Order, channeling the policies of
subservient states. "Japan, Korea, the Emirates, and above all Europe
have committed to investing in accordance with the President's wishes";
"It's an Investment Fund managed by the President, an American
Investment Fund for a new industrialization, but with other people's

consent of the so-called progressives and leftists, in two and a half
years of autarchic government has approved 40 billion in new military
spending to be added to the ordinary budget at a rate of one spending
resolution every 20 days (an absolute record since 1948) while in the
Marche region, the jewel in the fascist crown, 9.7% of the population
has given up medical care because of poverty, care to which access is in

geopolitical influence, human capital, internal social control of the
workforce, etc. This predation does not require the debt economy or
financialization. And every competitor becomes an enemy. In reality,
capitalism merely deploys the violence inherent in its mode of social
production, using war and imperialism when an economic cycle is winding
down. It is no coincidence that since the 2008 crisis, in the need to
revive the economy, the US has accelerated its Disruption of the
previous world order by attacking its economic and trade agreements,
international law, bilateral disarmament treaties, and nuclear programs,
and increased military interventions around the world: a permanent
global state of emergency. This is reflected in the internal civil war
within the United States, similarly reproduced by Meloni, where MAGA
Trumpism deploys the army of the nuclear and Christian family,
patriarchy, sexism, racism, the deportation of migrants, the
militarization of the territory and daily life, the censorship of
culture, and the blacklisting of content, ideas, and words that are
"other." It is a fascistization that today eschews mass collective
rituals, mandatory rallies, and flaunted uniforms, but instead utilizes
personalized, molecular communication and relationships with each member
of society, leveraging digital technologies, social media, AI, and, at
the same time, the actions of government and state apparatuses. This
supremacist vision conceals social complexity in favor of an easily
understood dualism. "Friend-Enemy," useful for the repression,
discipline, and individualization of the proletariat, and for the
destruction of all collective and mutualistic practices. Trump and
Meloni are well aware that Power exists only in its exercise, because
Power that is not exercised is no longer such. Welcome to the West.
"Tyrants are only great because we are on our knees." (*)
But this is a great time to stand up.
