Today's SCOOP is brought to you by our members.

Dear New Yorkers,

All eyes are on the budget, and the forecast isn’t great.

Mayor Zohran Mamdani’s budget director went to City Council yesterday with cloudy news: The fiscal picture is a mess, and a lot of the blame is on Eric Adams’ administration, he said.

Council leaders voiced worries about the current mayor’s plan to take money out of the city’s rainy day fund — something that’s never been done — and the retiree health benefit trust fund.

Meanwhile, there’s good news and bad news about Wall Street, according to the state comptroller. On the one hand, bonuses hit a record last year, boosting tax revenue big time.

But the economic fallout from the war with Iran is already having an impact, threatening the big bet the Mamdani administration is making that the financial sector will continue to swell the city’s coffers.

Weather 🌤️

Cloudy, then becoming mostly sunny, with a high near 67.

The Department of Education unveiled its preliminary guidelines for the use of artificial intelligence in city schools, our friends at Chalkbeat reported.

Our Other Top Stories

  • After 15 years, volunteers at the Bushwick City Farm found themselves locked out of the green space that has fed thousands over the years, and lately became a temporary home for asylum seekers. The property owner told them he doesn’t want “any headaches.”
  • Our mistake: This story about the mayor appealing a court ruling that requires the city to expand the hugely popular — but massively expensive — city-funded housing voucher program didn’t make it into yesterday’s Scoop, so we’re sharing it now.

Reporter’s Notebook

Parks Permits Limited

The city’s Parks Department may deny more event permits this summer as the World Cup and the nation’s 250th birthday celebration threaten to overwhelm resources and wrack up overtime costs, it announced Wednesday.

An emergency rule will allow the department to deny permits for large-scale events from June 11 through July 19, when the city will host multiple events associated with the FIFA World Cup and U.S. anniversary.

It will allow Parks to more easily deny permits for any large event that wasn’t held last year and isn’t a demonstration. The rule could extend to any concerts or festival, particularly any that require amplified sound and a stage.
