That question is at the heart of several competitive races in the city’s June 23 primary election. Early voting began Saturday, and the Board of Elections says more than 31,000 people have checked into polling places so far.
At stake are party nominations for the November general election, including four congressional seats spanning Manhattan, Brooklyn and the Bronx that have attracted multiple Democratic contenders and millions of dollars in campaign donations.
