democratic system that is increasingly dictatorial of the minority,
voted for him in the last elections. So what does he do? It dusts off
the political jargon, denies the data, distracts attention, overturns
perspectives. Better not to say, better not to let people know: it
remains the favorite adage of a petty power. Take for example the cuts
on the PNRR, the National Recovery and Resilience Plan: in the new
formula foreseen at the end of July by Minister Fitto and forwarded to
the European Union, which will be able to approve or not the changes

works quickly. And, above all, the "remodulation of resources" does not
currently exist because alternative funds have not been identified. Even
more ridiculous, then, is the summer controversy over the cost of fuel.
Since August 1st, the prices of petrol and diesel have increased daily,
well above two euros per litre. Precisely on the days when millions of
people go on holiday and therefore move up and down Italy. What did the
Meloni government do? It has imposed on petrol stations the ridiculous
obligation to display the national average price of fuel on signs
positioned next to the selling price they offer, officially "to
counteract distributors' speculation and increase transparency for
customers". Obviously the speculations remained and the fake
transparency was of no use, in the sense that the price increases
remained because this measure actually encouraged petrol station
attendants not to lower the average prices displayed. A concrete example
to clarify: in July and August of this year the Amsterdam TTF market
index, i.e. the virtual market where the price of real gas is decided,
remained around 20/30 euros per megawatt/ now, more or less the same
price it had before the bursting of the speculative bubble that began in
September 2021 and raged throughout 2022. In August 2021, a refill of
methane for the car cost around one euro per liter: now, net of the same
price of purchase, the distributors resell it for one euro and 50. This
is a clear case of exogenous inflation, the one generated by companies
that for more than a year have decided to pass on the increase,
sometimes real, sometimes less, to consumers. of raw materials and
energy supplies, even putting the burden on them and speculating on the
crisis. And what does the government do? Put up a sign! On the other
hand, what also contributed to the increase in prices was the
elimination of the excise duty cut, decided by the Draghi government

"discount" - but the Meloni government still decided to remove that too,

measure the government collected over two billion euros more. Not bad
for a prime minister who declared in January that "sooner or later we
will remove excise duties". When? When the Italian economy is healthy.
Ah well, then... Rather than admitting that the money is there but we
don't want to take it away from finance, multinationals and the military
apparatus, Giorgia Meloni is talking these days about "diverting the
resources now spent on chapters and measures that we don't agree with
politically to do what the citizens have asked of us" and "to implement
the interventions that are in our program". These are the legitimate
wishes of a democratically elected government, aren't they? Since people
have realized that meaningless political formulas such as "cutting
waste" and "privatization" are now empty, now even the havoc is

importance. Large fires, strong heat waves, and floods across almost the
entire globe have become more serious and more frequent. It is also not
new that the exploitation and domination of nature models have been
denounced with great resistance throughout Latin America. From
colonialism to more current economic projects, the methods continue to
aim at the profits of elites, business sectors, large corporations to
the detriment of human life and the entire eco system that we are
included in. The environmental plunder applied by neoliberalism for
decades, in the most varied parts of the planet, brings with it marks of
misfortune and harmful transformations in the ability to live with a
minimum of dignity, especially for the poorest.
Devastating Nature, deepening poverty, decimating populations and their
cultures is a constitutive part of the modus operandi of financial
capitalism. And, the great global agreements, managed in the governance
summits of the great powers on climate and the environment, are very far
from the planet's ecological and human emergencies, in practice they are
not fulfilled and those who suffer the most severe consequences are
nature and the most oppressed populations in the world. Environmental
devastation is managed by a literal project of death.

The so-called "transition to Green Development", green is only in name,
and "development" is for the few.

Generally speaking, this new climate agenda only realigns the capacity
of industrial blocs and large transnational companies to continue
exploring the Environment, with a more environmentally friendly facade.
In practice, we know that there is no political-economic interest in
reducing greenhouse gas emissions released into the atmosphere, there is
no interest or desire to seek to reverse or at most balance the
environmental damage on the planet. The warning shot of scientific
studies on global warming have already been ignored several times by
world powers, as if that were not enough, "scientific" studies
fraudulent by collaborators of Nature's exploitation models come into
play to legitimize their culture of destruction. They plant
misinformation, relativize climate consequences and consequently
encourage harmful denialism. They try to offset environmental impacts
and damage with fallacies of social development, work and quality of
life. And what we have in fact is the absolute opposite of these statements.

to Tierra del Fuego there were and are revolts, direct actions and
mobilizations to denounce and resist the advance of neo-liberalism and
its consequences. The complaint against the IIRSA Plan was a great
example, struggles involving large groups and more localized struggles,
all important and necessary. IIRSA, after 20 years of operation,
irreversible impacts and much exploration in areas of environmental
importance, managed to build paths that facilitate the removal of
natural assets. It is true that it lost strength and was unable to
consolidate its entire package. However, we are facing a new adaptation
of its same policy, due to the new global geopolitical configuration,
which is focused on our continent, as is the case of China and its
economic initiatives, both in Brazil and in other countries in America.

In Brazil, for example, Agribusiness is one of the fundamental pillars
for the destruction, from north to south, of our eco system.
Transnational corporations, with their massive export of natural goods
and their spread across different territories, have also played, in
recent decades, the role of plundering and preying on our Environment,
destroying original and traditional communities, all of this supported
by the policies that allowed and facilitated their installations and
operation.  And here it is necessary to highlight that the current
governments are indifferent.
The large fires in the north of the country, the socio-environmental
scourge of mining companies, deforestation, diversion of river courses,
construction of large dams, the green desert of eucalyptus and soybeans
in the Pampa Biome (one of the most devastated Biomes we have) were the
rule constant effort to quench the thirst for profit of these sectors
that control the territory of our country. It is also true that, not
without resistance from Indigenous communities, quilombolas and rural
social movements. The fight for environmental issues has always been
strong in these sectors, due to the direct impact of Agribusiness
policies and transnational companies.

The most current agenda that goes hand in hand with 'resisting to
survive' is the fight against the "Temporal Framework". The subjects of
this struggle are our original peoples, who for centuries have made
their lives available to defend the preservation of nature and our main
biomes. The Temporal Milestone is the continuity of the struggle between
the customs of 'good living' originating against the colonial
inheritance on our lands. It is no surprise that Brazil is one of the
countries that kills the most environmentalists in the world, any voice
that rises against this environmental massacre, according to the logic
of the State, needs to be silenced. It is also necessary to continue
denouncing and demanding measures to stop the indigenous genocide, which
is very serious in Brazil.
Now, the situation spills over drastically into impacts on cities, large
and small, which have not built life and growth projects in balance with
the Environment. That is why it is essential to quickly rethink the city
models we have, and the ways to face situations of environmental scourge
so that no more lives are lost due to lack of warning or immediate
assistance.

Everything is interconnected and the climate issue needs to gain even
more prominence and priority on our different action fronts.

In Rio Grande do Sul, a few days ago we experienced an environmental
tragedy where lives were lost and thousands of people lost their homes,
the overwhelming impact of floods and storms left paths of great
sadness, despair and abandonment. There were many cities, rural and
riverside locations that suffered the major impacts of yet another
cyclone. The most emblematic case certainly points to the northwest
region of the state, more precisely to the Taquari Valley, where cities
were literally swallowed by the force of the waters. Dozens of lives
lost, homes destroyed, an impactful scenario. We need to be alert and
demand investigations into the possible lack of evacuation alerts that
could prevent the deaths that occurred. Insist on the transparency of
monitoring mechanisms for dams that operate on rivers that overflow into
cities. If the meteorological warnings about the amount of rain in that
region were already published, why didn't they trigger a plan to
immediately evacuate people from those cities?

Only the people save the people.

Here, it is important to highlight that solidarity from those below is
an immediate example, mainly from the MST, which in a few hours after
the tragedy installed a support network to help the families in that
location. Solidarity that is more than written words and that does not
need authorization from the state bureaucracy to happen. Pay attention
to other groups, organized or not, that were also important in this
chain of solidarity. Our admiration also for the courage of the
residents themselves, who in the midst of despair fought, risking their
lives, to not leave their family and neighbors without help. And, they
are now resigned to the task of rebuilding themselves in the midst of so
much pain and loss. May they never lack the beautiful gesture of
solidarity among those from Below.
 From now on, it is of fundamental importance that we are articulated
and have an action mechanism for situations like these, articulating
popular support committees for environmental catastrophes. Pressure
governments for an effective warning and relief plan for all times of
possible disasters. Denounce the agents of the disasters, the slowness
of warnings to the population and, above all, demand, through the force
of popular struggle, that the rich and the looting elite pay the bill.
It is unacceptable for them to go flat and leave the responsibility for
restructuring empty-handed to those below.

The oppressed peoples of the world do not deserve another day of the
filth of the capitalist system that devastates people and our environment.

the United States and Canada will also be present.

In parallel to the central agenda of the congress, debates will be
developed such as: to what extent can the international logistics sector
be a field of action for cross-border union work?

In this way, the CIT wants to expand even more internationally in the
future and accept the joining of more unions within our organization.
