by the wildest liberalized capitalism, over-react to the least unexpected news. The speculative bubbles are only waiting for a situation
like the one we are living in to burst and sink world capitalism into a new recession.

CNT denounces the legal and health insecurity to which workers are being exposed ---- "We are not going to let companies take advantage of
this situation," said the anarcho-syndicalist organization. ---- Royal Decree 463/2020, declaring a state of alarm for the management of the
health crisis situation caused by the coronavirus "has left many questions unresolved in terms of labor rights," denounces CNT. On the one
hand, it forces you to go to work without really protecting the occupational health of the workers; and on the other, many insecurities are
being created regarding labor rights in the event of dismissals and collective business measures. "We will have to wait until Tuesday to
have clearer information," said CNT.
In Royal Decree 463/2020, in its second additional provision, the procedural deadlines are suspended: the calculation of the deadlines will
resume at the moment when the alarm state ends. However, in the event of dismissals or different measures, "we recommend that you contact
the union, to assess the situation in each case," the anarcho-syndicalist organization highlighted.

In the case of business measures, "we must require that any communication and variation be made in writing," the union has said. The CNT
makes the following recommendations:

If you have to go to work, you have to demand that everything related to risk prevention is complied with and that the company provide
individual protection equipment for this type of case.
Any option presented by the business side should be negotiated with the staff. If it is applied unilaterally, the measure must be
communicated in full detail in writing and never show conformity (sign non-conforming). The legality of each measure will be assessed one by
one in the union.
Companies can try to apply measures ranging from taking paid leave, offering telecommuting, adapting working hours or shifts, applying
ERTEs, reducing working hours; until applying layoffs, non-renewal of contracts, EREs ... Before all these measures, never show compliance
(sign non-compliant).
The CNT warns that this situation "is already being taken advantage of by many companies to apply measures against the workers", in addition
to that, as the situation is right now, the union denounces that it is not known what will happen with women workers who are not entitled to
unemployment benefits during ERTEs, in addition to the future, time is being consumed with the right to receive unemployment.

With regard to the ERTEs, until Tuesday the decree regulating the current situation is published, in the field of labor relations the
legislation in force says the following:

The arts. 45.1-i); 47.3 and 51.7 of the Workers Statute, regulate the temporary suspension of the labor contract caused by force majeure.
The procedure is initiated by communication to the labor authority and, simultaneously, to the representatives of the workers who will be an
interested party in the file, of the major case that is taking place, proposing the means of evidence that it deems appropriate to accredit
it. In the present case, and except for what is dictated next Tuesday, the force majeure follows from the present situation.
The procedure includes the hearing of the parties, the company and the legal representation of the workers, and also that the labor
authority must obtain the required report from the Labor and Social Security Inspection.
The labor authority must resolve within a maximum period of five days establishing whether or not there is force majeure.
If favorable to their existence, the employer will decide which labor contracts should be suspended, communicating it to the Labor Authority
and to the legal representation of the workers.
The challenge must be made within twenty days (as in the case of substantial changes in working conditions) and may be filed by both
employers, if the administrative resolution is unfavorable to their request or the legal representation of the and the affected workers.
In the present case, given the state of alarm or health emergency, I understand that force majeure is presumed in practically all business
activities.
Finally, Royal Decree 1483/2012, regulates the procedures for collective dismissal, suspension of contracts and reduction of working hours.
On the other hand, on the part of the Government it remains to be resolved:

If an even faster administrative procedure is going to be enabled so that the companies can suspend their workforce: something was said in
this regard after the union and employers' meeting.
If, as mentioned above, the unemployment that is consumed is going to be discounted from the accumulated or not.
If people who are not entitled to unemployment due to not having the legal grace period (360 days quoted in the last six years, provided

receive the contributory benefit.

Report of the International Day of Solidarity to the Uprising in Chile, which featured events around the world, including the United States
of America and Mexico ---- At the beginning of January, anarchists from Chile called an international day of fundraising through tattoos to
support Chileans imprisoned in the last four months since the start of the Chilean Uprising on October 18, 2019. ---- More than 35,000
people have already been arrested, and 2,500 are in pre-trial detention, which is when a judge declares that someone's imprisonment is
maintained until trial because he considers it a risk to society. More than 400 people suffered eye damage from shots by rubber bullets or
tear gas used by the police, and many others lost their lives. These numbers are steadily increasing and the revolt is far from over, as the

On February 15, people received incredible works of art from talented artists around the world, in the spirit of revolt and solidarity. In
addition to tattoos, each event had its own particular charm. In Santigado, DJs played live and anarchist distros took their newspapers
documenting the revolt. In Berlin, organizers prepared vegan food, exhibited works of art for sale and mediated a discussion about the
current moment of the Chilean revolt. The event organizers in Tucson used the space of a local social movement and collaborated with tattoo
artists who came from Mexico City to tattoo during the meeting, with songs popularized in the Chilean uprising playing. There were
manyfeedbacks both participants and organizers. Some stores kept raising funds with the arts prepared for the date.

Although the initial call was to raise funds from tattoos, several cities also held events not related to skin art. In addition to the
dozens ofTattoo Flash Days , a team from Richmond hosted a charity show that was very well received. At the time, the band's vocalist spoke
about his family connection with Chile, where his grandfather was the target of fascists in the 1970s. A team from Bloomington spent last
year organizing arave against racism monthly at a local gay bar. "Delirio Contra Racismo" raises money for a different cause each month, and
the February edition was in solidarity with the Chilean rebels. The entrance to the site was decorated with images of the uprising, and

On March 8, feminists from the Zielona Fala (Green Wave) coalition paralyzed operations at the Tomoslawice coal mine in central Poland on

Strike funds have become commonplace in social movements in recent years; some garner such support that they even make headlines. But are
they as effective as they are popular ? ---- Strike funds provide effective solidarity for those who, by definition, cannot go on strike,
such as retired or unemployed people. But it is a question of solidarity as of everything related to the strike: it is long before the
movement, over time, that it is prepared and built. Wanting the general strike but only (re) discovering the professional links at the time
of the strike is taking the means not to succeed. The same is true for strike funds: (re) asking the question of their existence, and of the
amounts available, only when a movement arrives which is ineffective. Why? Because it is no longer time to collect the sums that would be
necessary for a minimum of shared solidarity, accessible to all and all strikers.

Whether at local, regional or national level, whether professional or inter-professional structures, each union collective formed can
acquire such a united tool. A part of the union dues of each member of the union is allocated to this fund. In France, the only organization
that has such a fund for all of its members is the CFDT. For a full month of strike at the call of his union, a CFDT member would receive
1,107.16 euros. Of course, the example seems highly improbable today ; it was less so in the 1970s, 1980s, say until 1995.

The local strike fund is one of the ways to keep the strike alive on the ground, to ensure that the strikers take over their strike. In
this, it is irreplaceable; but it does not solve much in relation to overall financial needs.

A symbolic obol
The establishment of a solidarity fund accessible to all assumes that it is sustained over time, regularly. The simplest, and the most
politically just, is that a part of the contribution is allocated to this. Thus, each member of the trade union organization contributes
according to his means, since the amount of the contribution is generally proportional to that of the salary; each member of the union
organization benefits from the fund according to their needs, since it depends on their number of strike days. Over time, a large mass of
money can be accumulated.

Wanting to create one or more strike funds with a national vocation, which is more inter-professional, at the moment when the strike starts
or has started, is in reality propaganda, with no effect up to the stakes. An example: let's take only SNCF and RATP staff, considering that
we have 10% of strikers (that's not much!). To be able to offer them 200 euros (only!) After an entire month of strike, you need around 4
million euros.Are we planning for the future or are we waiting for the next time to rediscover the problem ?
