the planet, and for the lack of measures to alleviate the situation, such as the

After the Paris Agreement there is little progress to curb climate change

The train makes a powerful contribution to the just ecological transition
Faced with the climatic emergency, the railroad, together with walking, cycling
and a radical change in spatial planning, in addition to taking other modes of
transport as complementary, provides a powerful solution for urgent action, both
in Spain, as in the whole of the European Union and in the rest of the world.
That is why the State Coordinator for the Public, Social and Sustainable Train,
which brings together a wide range of environmental, union, social, neighborhood,
youth, rural organizations and groups, as well as consumers and users, and
political organizations, denounces the possibility of a failure of the COP26 that
is being held in Glasgow.

Faced with the climate emergency, all the countries of the world are required to
align their emission reduction objectives to what is set by the scientists of the
Intergovernmental Group of Experts on Climate Change, IPCC.

This year 2021 was declared the European Year of Railways in the EU, representing
an opportunity to relaunch and put the defense of the railroad as a means of
public transport at the service of people and environmentally sustainable at the
forefront of priorities. In Spain we started from a deplorable situation, the
successive governments of the PP and PSOE had, for many years, carried out a rail
transport policy aimed at its liberalization and privatization, allocating huge
amounts of public money to the construction of high-speed lines, abandoning
investments on normal / conventional railway lines, used by 96.2% of the people
who use the train.

In turn, current state, European and global climate action continues to be
insufficient to face the climate emergency. The Paris Agreement contemplated
limiting the increase in global temperature to below 2ºC and continuing efforts
not to exceed 1.5ºC, so as to avoid the worst environmental, social and economic
impacts of climate change. However, with the commitments presented so far by some
countries, but not all, we would overcome, in 2100, an increase of 3ºC in the
planet's temperature.

The progressive decrease in rail services in municipalities with fewer than
20,000 inhabitants has directly contributed to the trend towards their
disappearance, since people, who live in them, need to travel daily outside their
towns and regions to access basic services. such as education, health,
daily supply and other resources. For the rural world, the multimodal transport
system, as it is not based on foot, bicycle and train, is not a backbone public
service of the territory and capable of contributing to the cooling of the
planet. Spain needs a meshed, dense, decentralized, accessible basic rail network
with affordable trains, which allows a just ecological transition. This justice
implies ensuring decent jobs for all people.

It is known that the energy and ecological transition can generate a very
significant volume of jobs, but adequate planning is necessary to anticipate
changes, ensuring that no one, neither in the areas and sectors undergoing
transformation nor outside of them, is left behind. behind. Deep systemic changes
are necessary to decarbonise productive activity and achieve global emissions
neutrality, ideally before 2040. Technological solutions exist, but the change we
face is more profound than simply replacing some technologies with others. It is
necessary to act on all sectors, and primarily on transport, energy and industry.
Actions are also necessary in agriculture, food, building, land use, as well as
in forests, wetlands,

The magnitude of the investment required is enormous, but the economic,
ecological and social costs of not acting, with the necessary intensity, are even
greater than those of adopting measures to slow down and reverse the process of
climate change. There are points of no return, from which we are not very far.
The IPCC and the United Nations Environment Program guide us on the magnitude of
the reduction in global emissions that we need for this challenge, of the order
of 7.6% per year during this decade, very far from current emissions trends .

In this context, the train platforms join the call for urgent actions to reduce
the concentration of greenhouse gases in the atmosphere, avoiding global warming
above 1.50C, protecting biodiversity and the environment and making progress in
the transition to sustainable food systems, agroecological and family farming and
livestock. It is necessary to link the climate fight to the United Nations 2030
agenda, advancing in the full fulfillment of human rights, improving human health
and protecting children, as well as other vulnerable groups.

Finally, it is highlighted that many of the actions and projects that we know
today in Spain, in terms of transport, impose large infrastructures, responding
irresponsibly to obsolete models, and it seems that they are obstinate in
contributing to global warming. It is evident that a greater awareness and
understanding of the reality of the climate emergency, in which we are, on the
part of governments and public administrations, is essential, also in the field
of the street, since in the face of such an emergency changes in our forms are
inevitable of life, production, consumption and mobility, which includes the real
commitment to the public, social and sustainable train, which, in addition to
contributing to social and territorial balance, cools the planet.
