In Spain we started from a deplorable situation, thesuccessive governments of the PP and PSOE had, for many years, carried out a railtransport policy aimed at its liberalization and privatization, allocating hugeamounts of public money to the construction of high-speed lines, abandoninginvestments on normal / conventional railway lines, used by 96.2% of the peoplewho use the train.In turn, current state, European and global climate action continues to beinsufficient to face the climate emergency. The Paris Agreement contemplatedlimiting the increase in global temperature to below 2ºC and continuing effortsnot to exceed 1.5ºC, so as to avoid the worst environmental, social and economicimpacts of climate change. However, with the commitments presented so far by somecountries, but not all, we would overcome, in 2100, an increase of 3ºC in theplanet's temperature.The progressive decrease in rail services in municipalities with fewer than20,000 inhabitants has directly contributed to the trend towards theirdisappearance, since people, who live in them, need to travel daily outside theirtowns and regions to access basic services. such as education, health,daily supply and other resources. For the rural world, the multimodal transportsystem, as it is not based on foot, bicycle and train, is not a backbone publicservice of the territory and capable of contributing to the cooling of theplanet. Spain needs a meshed, dense, decentralized, accessible basic rail networkwith affordable trains, which allows a just ecological transition. This justiceimplies ensuring decent jobs for all people.It is known that the energy and ecological transition can generate a verysignificant volume of jobs, but adequate planning is necessary to anticipatechanges, ensuring that no one, neither in the areas and sectors undergoingtransformation nor outside of them, is left behind. behind. Deep systemic changesare necessary to decarbonise productive activity and achieve global emissionsneutrality, ideally before 2040. Technological solutions exist, but the change weface is more profound than simply replacing some technologies with others. It isnecessary to act on all sectors, and primarily on transport, energy and industry.Actions are also necessary in agriculture, food, building, land use, as well asin forests, wetlands,The magnitude of the investment required is enormous, but the economic,ecological and social costs of not acting, with the necessary intensity, are evengreater than those of adopting measures to slow down and reverse the process ofclimate change. There are points of no return, from which we are not very far.The IPCC and the United Nations Environment Program guide us on the magnitude ofthe reduction in global emissions that we need for this challenge, of the orderof 7.6% per year during this decade, very far from current emissions trends .In this context, the train platforms join the call for urgent actions to reducethe concentration of greenhouse gases in the atmosphere, avoiding global warmingabove 1.50C, protecting biodiversity and the environment and making progress inthe transition to sustainable food systems, agroecological and family farming andlivestock. It is necessary to link the climate fight to the United Nations 2030agenda, advancing in the full fulfillment of human rights, improving human healthand protecting children, as well as other vulnerable groups.Finally, it is highlighted that many of the actions and projects that we knowtoday in Spain, in terms of transport, impose large infrastructures, respondingirresponsibly to obsolete models, and it seems that they are obstinate incontributing to global warming.
