In his immigration bill, Darmanin continues to surf on the racism that has
characterized his function for too long. By pulling on the same strings, Darmaninmaintains a postcolonial relationship with the peoples of southern countries,while taking up the themes of the far right. ---- For many years, successiveMinisters of the Interior have been escalating racism and Islamophobia in theirbills. Determined to continue its race for safe shallots, it is in the field ofthe "fight against immigration", a favorite subject of the far right, that theministry has chosen to go. Thus, lately, a future draft "immigration law" hasbeen talked about, in anticipation of a submission to the vote by yet anotherMinister of the Interior who thinks of his original racism. ---- By this law, itwill be up to the courts to assess whether the words or behavior of a foreigner"agree" with the "principles of the Republic". People manifesting a "heresy" inrelation to these so-called " principles " will risk expulsion from theterritory. This measure, already introduced in the law confirming the principlesof the Republic (known as the separatism law) of August 24, 2021, had been deemedunconstitutional by the Constitutional Council, which had censored thisprovision. The vagueness and imprecision of the formula "principles of theRepublic" would allow the authorities to apply this accusation to any voicecritical or dissonant with respect to the orientations of the State.A well-worn new lawTo be convinced of this, it suffices to see how the separatism law was used lastSeptember by the prefect of Vienne, Jean-Marie Girier, with the support ofDarmanin, to prevent civil disobedience workshops. This new law opens a new phaseof attack targeting foreigners, this time targeting foreigners in a regularsituation and further weakening their situation. This bill would apply inparticular to temporary one-year residence permits, multi-year residence permitsor ten-year residence permits, whether it is a first application, a renewal or avalid title.According to the entourage of the disaster Darmanin, this new law on immigrationboils down to "promoting removals and simplifying litigation", that is to say todeport more and reduce the means of appeal. The process now known was appliedmeticulously by the Ministry of the Interior : take out from its list of profileson file and followed, an "indefensible" to try to apply on him what the law willallow. Knowing in advance the possible remedies, a highly publicized staging isset up to show the general public at least the current administrative "delays" orpossible "blockages", to say that the law would lift them.Movement of peoples and post-colonialismImam Iquioussen paid the price, he was expelled from France by decision of GéraldDarmanin because of remarks deemed "hateful towards the values of the Republic,including secularism". This is nothing new, the practice is old, the sinister Pasqua had madeit his hobbyhorse forty years ago.In this context, let us recall that since November 2021, France has decided tohalve the number of visas for Moroccan, Algerian and Tunisian citizens (situationrestored for Algeria after Macron's visit in August 2022) by accusing thesecountries low rate of issuance of consular "passes" for the reception of expelledforeigners. This decision was announced without specifying the new conditions forgranting visas in the countries concerned. It remains arbitrary and blocks themovement of peoples for family visits, studies or medical care and settles in apost-colonial relationship by making the peoples of the south pay for politicaldisagreements between countries.Fortress Europe has turned the Mediterranean into a large cemetery with more than3,000 people dead in 2021. In June 2022, around thirty migrants were killedfollowing police intervention against 2,000 of them and them at the gates of theSpanish enclave of Melilla. Italy is preparing to renew the Italy-Libyamemorandum. Through this memorandum of understanding, the European Unionfinances, trains and supports militias in Libya responsible for torture, slaveryand murder. The European Union is complicit in the atrocities committed in Libyaand with the other countries subject to agreements with it. The police approachto migration does not prevent it, it only leads to human tragedies.Unrepublican, really?We will fight against this new police immigration bill that points the finger ata part of society by promising it only more stigmatization and control. Webelieve that this bill divides and separates society by implying that respect forthe "values of the Republic" concerns only foreigners, assuming that nationalswould naturally agree.In parliament, the government will have an absolute majority on migration issuesby allying with the far right. A situation that raises questions: do Darmanin andthe entire Macronist clan respect "the values of the Republic" by allying with aparty historically considered "non-republican"? What about the pollutingseparatism of Bolloré, Arnaud and others whose nuisance is not sanctioned by any law?We are for the free movement of people and we oppose the free movement ofcapital.
