Fares continue to rise in Irkutsk. The rise in prices occurs not only in the
transport sector, but also in all others. At the very least, people have toscrape the bottom of the barrel in order to survive, while well-fed andwell-lived politicians and owners of industries and companies are fattening. ----We believe that transportation should be free and publicly owned and controlled.How might it look? ---- If, instead of the Irkutsk administration, theself-government of communes and committees worked in the city, then the entireIrkutsk fleet could be transferred to the disposal of the Transport Committee.---- Specialists and volunteers work in the mentioned Transport Committee.Responsible positions, which provide for a certain measure of power anddecision-making, are changing and withdrawable at any time.Part of the funds needed to maintain the fleet, including the provision ofdrivers, can be covered by money spent on officials and on useless purchases. Therest of the money can be collected through donations. If not completely free,free-price travel can be one source of funding for transport.Now the city budget spends about 600 million rubles a year to support municipaltransport enterprises. With a change in the transport system that will lead tothe fact that private enterprises drop out of the equation, and transport goesunder public control, plus a possible revision of the city budget (imagine howmuch money is being cut on this now), we can say that such a system haseverything chances of doing well. Thus, travel will be free or at a voluntaryprice. If a need arises that is not solved in the above scheme, it will bepossible to involve the public in voluntary and diverse support for urban transport.The movement of transport would take place along the same routes that arefamiliar to us.
