Dear New Yorkers,

The mayor wants to make serious cuts to city spending. As he does, a new analysis from independent auditors found the city is owed more than $2 billion from scofflaws.

The theoretical pot of gold comes from fines incurred over the last five years, the city’s Independent Budget Office found in a report released yesterday at the behest of Councilmember Gale Brewer.

Unpaid parking and camera-enforcement tickets alone totaled more than $1 billion, they found. Another $150 million would come from uncollected property taxes and emergency housing repair bills.

“I know people say ‘How come others don’t pay their bills? I pay my bills and it doesn’t seem fair,’” Brewer said. “You see this big number here, $2.1 billion, and I never know how much the city really goes after trying to get these people to pay their bills — or not.”

Some other items of note:

  • Staff at City College held a “grade-in” at the school this week, protesting plans to cut back instructors’ pay for a core English composition course that all students must take. The protest aimed to show that the writing classes require intensive time from instructors, much of it outside the classroom, that would no longer be compensated. “It's like the canary in the coal mine. We’re first and we won’t be the last,” English Adjunct Assistant Professor Pamela Stemberg told THE CITY.

  • A Manhattan jury has rejected New York’s transit agency’s bid to recoup close to $80 million from its former pharmacy benefits firm, Express Scripts, which it had sued for failing to curb ballooning claims for pricey prescription drugs. Transit authority officials said the monthly cost of worker claims for compound medications spiked soon after Express Scripts began its contract in 2016 — growing from less than $500,000 in 2015 to $8.8 million in March 2017.
