A smokescreen haunts National Education. That of communication. All themedia forces are used to make parents believe that there are teachers infront of the classes and that these lazy teachers are getting a bigsalary. But this smokescreen poorly masks a darker reality and the depthof the reforms undertaken, materialized in "the Pact". ---- What is thePact? ---- Since the beginning of 2023, Minister Ndiaye, followingregular presidential declarations on the subject of schools, has beendistiling information relating to the salary increase of teachers,conditioned on a redefinition of their missions. Understand: you willhave to work more to earn more, that is to say, carry out certainadditional missions.Tuesday June 20, 2023, Ndiaye therefore presented the project, calledPacte, in the pure tradition of liberal newspeak: you feel like someoneimportant when you sign it. While total vagueness hangs over the exactlegal contours of the missions concerned, the number of hours to becarried out, the constraints linked to the exercise of these newmissions and their precise remuneration, heads of establishments areasked to identify the volunteers to the Pact. It's a matter of seeing ifthe fish bites, and buying time to hide the unpreparedness. Pact forwhich teachers, CPE and psychologists should therefore commit withoutany text specifying its application having been released and withoutthem knowing precisely in what sauce they will be eaten. The officialtexts will finally be published between July and August 2023 (1),How does the Pact work?A Pact includes bricks. Each brick represents annualized additionalworking hours and sums of money in the form of compensation (1,250 eurosper year per brick, without contribution). Each brick covers aparticular mission. Sometimes in front of the student ("Providingsupport" - understanding bailing out a leaky boat), sometimes not("Coordinating an innovative project" - understanding serving soup tothe minister).The teacher therefore shops through the different possible missionsexcept for one small detail: he or she must take the "Short-termreplacement" brick. For this block of 18 hours per year, the teacherwill be on call all year round to replace an absent colleague at shortnotice in the slot allocated in their timetable. On the other hand, itis clearly specified that these 18 hours are due. If they are not done"particularly due to the lack of existence of a need equal to theforecast volume of the mission" then the hierarchy will "reposition thehourly missions according to the needs within the establishment". We cantherefore easily imagine that replacements will be made first in one'sown discipline or in any other discipline in the establishment, then toanother establishment, or do anything in the establishment. This iswritten implicitly in the texts and completed more explicitly in theinstructions given to school leaders. Sessions carried out as short-termreplacements could be provided by teachers who do not know the class,from a different subject, by tinkering with course stocks provided forthis purpose, or even using digital media supervised by teachingassistants. education (the pawns, but who will do that for free!). But astudent who doesn't have an English teacher for 12 hours, if we give hima Spanish teacher instead, he will still have lost 12 hours of English!The advice from OECD policy guide no. 13 is applied here, which stateson page 30: "Families will react violently to a refusal to registertheir children,A Pact with the Wolves?In terms of salary increases, the Pact does not propose any, sinceeverything involves additional work. Additional work that alreadyexisted and which will be paid, better paid, or paid differently (3).After taking note of the relative drop in the salaries of NationalEducation workers, having promised incredible increases (10% for allwithout conditions, 2,000 euros net at the start of their career), weare giving birth to a project which does not compensate not even thetasks previously done (almost) for free and which require working moreto get part of the promised increases.The Pact is therefore fully in line with the ideology and practices ofNew Public Management (alignment of the management of civil servantswith private companies) by individualizing professional choices,missions and conditioning remuneration, not on a scale. salary definedfor a status, but for the effective performance of specialized tasksevaluated by a local leader (head of school in middle school/highschool, inspector in nursery/primary schools).Why do some people sign the Pact?The reasons are diverse. The first is the very low remuneration ofteachers for work that has become more complicated with each reform.Moreover, it seems that there are more Pacts signed in the Paris regionthan in the provinces. But the ministry is not very talkative about thenumber of Pacts signed. We must listen to the chefs' unions: as ofSeptember 14, "in 53% of middle and high schools, less than 10% of thepact envelope has been signed. In 30%, there are 0 pacts signed. In 15%,half of the envelopes were used.[...]In all only 23% of the bricks wereconsumed. We are far from the 30% of contracted teachers promised by theprevious minister.» And the union concluded: "Making the amalgamationbetween revaluation and Pact was a very bad idea. The teachers quicklysaid no. (4)»Another reason is that several missions overlap with already existingthings that were paid differently, or not, or very poorly, most of thetime in overtime. Not signing the Pact therefore means giving up aproject on which we have sometimes worked for several years.Finally, despite years of contempt and a glaring vocations crisis (5),many teachers still believe that the reforms that follow one another arein the interest of students and better teaching.A pact to ensure replacements?The various ministers stigmatize non-replacements but they seem toignore that in both the first and second degrees there are or were meansof replacement. An ignorance perhaps due to the fact that they neverattended public school.In the second level there are TZR (Replacement Zone Holder) positions,aimed at making up for teacher absences due to long-term illness,maternity, etc. Mission attacked in its time by the Sarkozy governmentsand which today almost only serves as a buffer when arriving in theprofession or in an academy (we are TZR while waiting for a permanentposition). Many young colleagues find themselves starting their careersas TZR, in one, two, or even three establishments during the week. Bymixing middle school and high school...Replacement in the first level is, however, more critical and there werespecific missions for this. There were the "brigades" intended for longreplacements (maternity leave, long illness, etc.) and the "zil"(localized intervention zones) intended for short replacements. Full dayor even half day.Blanquer has unified these missions whereas coming with your emergencyeducational kit to replace a colleague who you often have not had timeto contact is not the same as doing a long replacement where it isnecessary to co-construct the educational progression over severalmonths. At the same time, Blanquer also expanded the replacement areas,thus lengthening travel times and increasing the possibility of problemsin the replacement. But it gets worse, since this mission was, "on anexperimental basis", entrusted to a "start-up" in Hauts-de-France.We see from this that the non-replacements are pointed out by the verypeople who have organized the dysfunctions for many years.What is the Pact for?The millions of euros spent by Macron on consulting firms are notwasted. The Pact is an effective means of destroying what remains of theidea of an emancipatory school from 1968. The inflexibility of theministry on the obligation to carry out replacements whatever theconditions shows to what extent point the school is no more than theemployers' daycare (6). From this point of view, the first confinementwas a tipping point in the lucidity to assume this role, for theexecutive as sometimes for the parents of students. With the Pact, thebogus promise, made all summer, of having "a teacher in front of eachclass at the start of the school year" (7) could be realized, providedthat we are not careful about the content and conditions of the program.education.It is also a foot-in-the-door strategy to achieve an old sea serpentthat has been demanded by the Court of Auditors for a long time: theannualization of the status of teachers. Clairvoyant, as early as 2013,she told us that "annualizing service time would lead to significantsavings in positions". The volumes of hours to be ensured will also nowbe much more flexible depending on the time of year, we are getting usedto being moved around where there are needs and to working as we areasked, in order to achieve goals.Contractualization accompanies annualization: the Pact is a contractbetween an education worker and his direct boss. Equal treatment betweencivil servants with the same seniority, the same function, etc., isbroken, in favor of a fragmentation of statuses and remuneration in thesame workplace. So much the better, for our leaders, this will make itpossible to offer direct recruitment by managers, on a project basis, asis being experienced in the "schools of the future" desired by Macron inMarseille. Gone is the national competition and therefore nationalstatus, for which so few contenders are flocking. The circle is complete.Naturally, the proposed missions accompany the capitalist steamrollerreforms imposed in other sectors. After the breakdown of theprofessional high school (8), we offer teachers whose position isthreatened plenty of new hours to save it: we ask teachers to "keep theestablishment-company link alive" and to "mobilize the resources of theeconomic fabric local and further away", to provide "support towardsemployment" in coordination with France Travail...Finally, the Pact will end up dividing the teaching staff, put incompetition to recover hours and projects and create a multitude ofantagonistic interests. With the icing on the cake, the fact that thosewho sign it destroy their conditions of exercise, like those of thosewho do not sign it. Tension will undoubtedly rise in the staff rooms...What is the Covenant called?The Pact therefore takes with it the bricks which will end up, notbuilding, but destroying in the heads of those who still believe inrepublican mythology a certain idea of school, dispenser of knowledge,emancipator. This idea, which almost no longer covers any reality, wasstill alive among many teachers. The Pact reduces them to pawns that areplaced indifferently in front of a group of students to "guard" them,denying the specific work of transmission.
