Saturday September 30, Laurent Wauquiez, president of theAuvergne-Rhône-Alpes region (AURA) announced that he was withdrawingfrom the Zero Net Artificialization (ZAN) "device," calling it"ruralicide." Beyond the publicity effect, it is a myth of ruraldevelopment that must be examined. ---- The ZAN is included in the 2021climate law resulting from the Citizens' Climate Convention or less thanwhat the authorities were willing to leave. It is supposed to lead localauthorities to slow down the artificialization of land until 2050.Firstly, the ZAN is therefore not a "device" from which a region canwithdraw, it is a law. Wauquiez gave us some communication and it worked.The reactions from those in power who cry "populism" are already moreinteresting. Indeed, Wauquiez received a standing ovation after hisspeech to the Assembly of Rural Mayors of France. The Macronists and thepresident of the AURA region therefore make the same amalgamationbetween an institution of conservative rural notables and all theinhabitants of the countryside since there is "ruralicide" by ZAN onlyin the heads of our bourgeoisie. It is a political tactic of the rightwhich opposes a "real" uniform people of the campaign against ecology.Concretely, what is ZAN blocking? Less than expected, the Senaterecently made the law more permissive. Artificial developments are stillpermitted, just slower than before. The types of development that arelimited by this law are essentially business zones and new subdivisions.Business zones located outside town centers are the preferred locationfor large commercial outlets and warehouses. Through the competitionthey impose, they kill small businesses and artisans. Former places ofconviviality are then abandoned for giant car parks. The activities ofthese zones are those of the local or external bourgeoisie who will nothesitate to blackmail employment to obtain various advantages.The reactionary stupidity of the rightHousing developments are another source of tension. The suburban modelis not an integral part of an immutable rural identity; on the contrary,it is the manifestation of a tendency to apply the metropolitan model ofperi-urban areas to the countryside. Rural areas which do not benefitfrom the attractiveness of the mountains or the sea also have a problemfilling existing homes or new housing developments. This obsession withaccess to small property is also a direct threat to agriculture.The stupidity of conservative elected officials should not prevent usfrom denouncing government hypocrisy. The numerous vacant or unsanitaryrural housing units could be completely renovated if the resources wereavailable, but the State acts through calls for projects and competitionbetween territories where human resources are weak. Urban expansion andland development, which are less expensive, are becoming a rare economicboon for many communities. Worse still, the State is closing essentialpublic services such as hospitals and places of study. Access to decenthousing, public services and sustainable and fair agriculture are theurgent needs on which rural residents depend.
