Since the creation of UCL four years ago, numerous training courses have
been provided, it is time to give them true global coherence: ---- afederal training policy, which allows greater unity and equality betweenactivists, and who do not think of themselves in terms of individual butcollective emancipation; ---- monitoring of comrades during theirengagement at UCL, particularly when they need training to equip them totake on local and federal mandates; ---- a global political andstrategic reflection on what our training policy should be;supporting comrades throughout their activist journey at UCL, withtraining cycles that allow them to gain confidence and be equipped toparticipate in the construction of revolutionary counter-powers.PRINCIPLESThere are several types of commitments in the organization which can besummarized as follows:commitment to its GL (with, depending on the GL, a phase before andafter joining the UCL);participation in federal decision-making through CFs and congresses;participation in working groups;mandate in operating committees and engagement in intervention committees;the mandate to the SF.Each of the commitments in the UCL gives the possibility ofparticipating in federal life (by giving access to work spaces, todecision-making, to organizational resources and tools, etc.), but alsoinvolves both individual responsibilities as collective (keeping one'smandate, demanding and reporting, etc.).To carry out our commitments, we need a federation capable of supportingall comrades in an appropriate manner: That everyone is equipped tointegrate our political project, our ethics, our strategy, ouroperation, our tools and in capacity to act in the federation and in thecounter-powers in the making. Each commitment must therefore correspondto appropriate training.This training cannot simply be optional and unevenly provided across thefederation. If we believe that, to fulfill our commitments, it requiresa minimum of interpersonal skills and know-how, then these commitmentsmust be conditional on training. The training policy must also integrateUCL's federal campaigns.We need to move away from the idea that a campaign begins the moment wedeploy it in the public space. Prior training of members must be anintegral part of a campaign and is the condition for its appropriationand, therefore, its success.UCL aims to sometimes adapt quickly to current events (we can see this,for example, regarding the retirement movement or the uprising inworking-class neighborhoods). Here too we lack support and our trainingpolicy must try to fill this gap.Finally, it seems essential to us that all training (and in particularcompulsory training) be subject to a real federal validation process.This validation protocol exists through an agreement between thetraining commission and the SF but we must make it truly effective.TRAINING FOR EVERY COMMITMENTBasic training "advocate at UCL":For us, it is fundamental that membership in UCL is in the future alsoconditional on following the federal basic training over 2 days. Its aimis to understand in detail the functioning of the UCL (in order to be asoperational as possible in its handling), to study the revolutionarystrategy of the UCL as well as the communist society project.libertarian but also to address our militant and ethical posture.If following basic training is a prerequisite for new activists to join,then the federation (through the training commission) has the obligationto regularly offer this type of training. It will have to find a formatcapable of responding satisfactorily to new membership requests whileoffering the material possibilities to get there (financial support fortransport and activist accommodation on site).The training commission will draw up a list of trainers capable ofproviding this training and ensures their connection with local needs.Basic training should be, as far as possible, face-to-face and offshore.The training commission will have to present a more detailed proposalfor the implementation of basic training at a future CF meeting. In themeantime, she poses the debate and is attentive to the proposals,remarks, criticisms coming from all the GLs.Comrades who are members before the implementation of the "activist atUCL" training are strongly invited to follow it, in order to put allcomrades on an equal footing and for all UCL members to campaign oncommon bases.TRAINING CONTENTPart 1 (1/2 day): Towards a libertarian communist societyA materialist analysis of the world: capitalist, racist and patriarchaldomination;the project of a libertarian communist society: federalism andself-management;our revolutionary strategy: counter-power, dual power, revolutionaryrupture.Part 2 (1/2 day): It's a nice name mate...Training in ethics, camaraderie and collective responsibility.Part 3 (1/2 day): How does UCL work?Know the federal political functioning of UCL in detail (CF, congress,etc.);master the mandate culture;know the role and work of the operating and intervention commissions;know the tools available to comrades (forum, cloud, email, pad, video,etc.);know the procedures in the event of SGBV.Training in different sectors of intervention and internal toolsWe note a difficulty for the commissions to live and fulfill theirfunctions. We hypothesize that one of the obstacles to the work is thelack of training of the members of the commissions and therefore thedifficulty in getting involved and knowing what to do and how. Wetherefore believe that if a member is appointed to an operatingcommittee or joins an intervention committee, training specific to thiscommittee must be provided to them by the committee within 6 months maximum.We insist on its importance because its realization will condition theeffectiveness of its members and will legitimize the new ones. Oncecompleted, the comrade can take part in the decisions of the commissionand propose his candidacy to the SF.Although this training is compulsory for commission representatives andprimarily addressed to them, it remains accessible to all UCL members(subject to availability of places).The training commission must ensure that at least one training sessionis held every 6 months within the commissions and will provide supportto enable the commissions to develop and hold them.Training at the federal secretariatWhen a comrade is appointed to the SF, specific training must also becarried out in order to understand its functioning, its role, themandates of each commission and to have knowledge of patriarchaldynamics. This training must be provided by the SF within the yearfollowing the mandate and may be subject to revocation of mandate in theevent that the newly mandated comrade has not carried out it, withoutany legitimate justification. The training commission must ensure thatat least one training course is held per year within the SF."Struggle self-management facilitators" trainingIn order to arm comrades for the struggles, allow them to build thecounter-powers we need to transform society, to help articulatecounter-power and political organization, a real training "Self-managinganimators of struggles" must be provided in the federation.If it does not have a binding character, its realization is essential inorder, on the one hand, to carry out our revolutionary action as best aspossible and, on the other hand, to collectively develop our strategicand practical reflections on this problem (which is today largelyneglected by the organization and abandoned to the sole individualapproach).Continuing trainingThe above training courses by type of commitment are consideredessential for the successful completion of the various mandates and forthe beginning of activism at UCL. However, they do not cover all thespecific themes addressed by UCL.In addition to training by type of commitment, we must therefore set upcontinuing training cycles on a wide variety of themes. Althoughvoluntary, they will be strongly recommended to comrades throughout theorganization. They can take various forms in physical presence or remotely.The training commission is responsible for regularly organizing thistype of training by setting up training content with the collaborationof the commissions, by identifying available trainers, by coordinatingtraining days and audio/videoconference training on a regular basis.Training is a political act and therefore it is not neutral, which iswhy the content of training must follow and not precede CF's politicaldecisions. However, if the federation feels the need on a divisivesubject, the training commission may be contacted in order to offertraining ahead of a political debate so that as many people as possiblecan understand the issues.The training linked to the campaigns that we carry out is also part ofits continuing training. The training commission will therefore have themandate to liaise with the GT or the commission concerned.The means to implementFor UCL to anchor training at the center of its concerns by setting upthis training course, this implies:human resources, that is to say a seriously strengthened trainingcommission, which must also have solid relays in local groups, and whichwill regularly report on the progress of the implementation of thetraining course;material resources, that is to say a redirection of a significant partof the budget towards training. The training commission must establish abudget for the training policy, submit it to the treasury and have itvalidated at the first CF of the year (January 2024).A training course to be built step by step over the medium and long termThe training path described here is the long-term objective to beachieved. It goes without saying that it cannot be implemented in itsentirety overnight. It is therefore necessary to build a logical andcontinuous path to achieve these objectives by prioritizing milestones.First quarter 2024The first task will be to create the basic "activist at UCL" training.Training content already exists but it must be updated and above allhave this training officially validated by federal coordination, orfailing that by the SF.Next, we will need to recruit and train the team of trainers. Thepriority initially will be to have at least one person trained in eachregional coordination. Later we will have to aim for at least a paircomposed of at least one non-cis-man person in each region and obviouslymore if possible (in order to better share basic training tasks).Second quarter 2024:In connection with internal relations, the training commission will haveto collect new memberships and coordinate the entire implementation ofthis basic training. The training commission will present a moredetailed practical organization at the next CF (responsibility and rolesof each person, practical organization, frequency, locations, costs). From this implementation, the "activist at UCL" training will becomecompulsory for all new members and former members will be encouraged tofollow it as well.Third quarter 2024:Each commission must create (with the help of the training commission ifnecessary) training linked to it and have it validated by a federalcoordination, or failing that by the SF. This training will be updatedregularly in each commission.
